REGIONAL GROUNDWATER FACILITIES PROJECT
FEASIBILITY STUDY

ES-2 Zone 7 Water Agency
December, 2025

Through comparative assessment of the project alternatives against project alternative evaluation criteria
(yield, groundwater sustainability, water quality, operational flexibility, cost, and other criteria) the Study
concludes that Project Alternative #2 (Tennis and Hansen Park) offers the most balanced and
implementable solution. This configuration, involving construction of two new production wells, raw
water transmission pipeline to the Hopyard Chloramine Facility (HCF), and HCF upgrades, can meet both
agencies’ objectives under drought-year conditions with realistic operating schedules, while minimizing
exposure to PFAS risks and avoiding excessive infrastructure and operations and maintenance (O&M)
costs and operational complexity. It is important to note that the estimated well production capacities
and resulting annual project yield estimates associated with the selected alternative in this Study are
preliminary and based on test well performance data. These estimates will be refined and confirmed
through installation and testing of the full-scale production wells as the project advances into final design
and implementation.
Carollo Engineers has prepared a Basis of Design Report (BODR), 10 percent design drawings and
engineer’s opinion of probable construction capital costs and O&M for the preferred project alternative
identified in this Study (see Appendix J). Together, this Study, the attached BODR and probable
construction capital and O&M costs are intended to provide Zone 7 and the City governing bodies with
the required information needed to confirm whether the joint project is agreeable to proceed over
individual water supply projects.
