 <br />SequoiaEcologicalConsulƟng,Inc. <br />AugusƟnBernalCommunityParkFuelReducƟonProject <br />InformaƟonforRequestforBids <br />March2026 <br />16 <br /> <br />preͲtreatmentsurveysduringtreatmentacƟviƟes.Withinhighlysuitablehabitat,surveyswillberepeated <br />intreatmentareasimmediatelypriortovegetaƟonremovaltoensurethatthespeciesisnotpresentprior <br />tothestartofworkineachscrubarea. <br />SuitableAlamedawhipsnakehabitatisdescribedintheU.S.FishandWildlifeService(USFWS)CriƟcal <br />HabitatDesignaƟonascomprisingthreehabitattypes:corescrub,dispersal/foraginghabitat,androcky <br />outcrophabitat.DispersalandforaginghabitatincludewoodlandorannualgrasslandconƟguoustocore <br />scrubhabitat.Whenworkisoccurringwithincorescrubhabitatareas,thecrewwillworkcloselywiththe <br />qualiĮedbiologisttoselecƟvelyremovescrubinawaythatretainsareasgreaterthan0.5acresinsize,or <br />scrubareasabove0.2acresinsizethatarewithin50feetofscrubpatchesgreaterthan0.5acresinsize <br />dimensionsareas,and,therefore,retainstheoverallhabitatfuncƟonwhilesƟllservingtheneedsofthe <br />shadedfuelbreak. <br />Thefollowingtechniqueswouldbeimplementedduringtreatmentinscrub/shrubareas: <br />1. Vegeta Ɵonremovalwouldoccurinirregular,oblongshapestomaintainanaturalcondiƟon. <br />2. Vegeta Ɵonremovalwouldavoidrockyoutcrops. <br />3. Theoveralldominanthabitattypewouldnotbeconverted. <br />4. Vegeta Ɵonremovalwouldfocusondead,woodyvegetaƟon,andinvasiveplants. <br />ThefollowingaddiƟonalmeasuresapplywithinsuitableAlamedawhipsnakehabitat: <br />1. Withinsuitablehabitat,heavyequipment,includingmowingequipmentthatmaycollapse <br />burrows,wouldbeuƟlizedexclusivelyfromstableoperaƟngsurfaces,suchasestablishedroads <br />andtrails. <br />2. PriortooperaƟngstaƟonaryvehiclesandequipment,allcontractors,theiremployees,andagency <br />personnelwouldcheckunderandnearvehicles/equipmentforthepresenceofAlameda <br />whipsnakeandanywildlifethatmayhavemovedthere. <br />a. IfAlamedawhipsnakeoranywildlifearediscovered,thequaliĮedbiologistwouldbe <br />contactedimmediately;thequaliĮedbiologistshallhavetheauthoritytohaltProject <br />acƟviƟesunƟltheanimalleavestheareaofitsownaccordandshallcontactUSFWS,as <br />necessary,todeterminenecessarysteps. <br />b. ManualremovalofthespeciesisnotanƟcipatedduringvegetaƟontreatmentacƟviƟes, <br />butpermiƩedbiologistswithapplicableCaliforniaDepartmentofFishandWildlife <br />ScienƟĮcCollecƟonPermitsand/orUSFWS10(a)(1)(A)permitswouldbeonͲcallduring <br />projectacƟviƟes. <br />3. WithinsuitableAlamedawhipsnakehabitat,mechanicaltreatmentwouldbeavoidedwhen <br />temperaturesaredeterminedbythequaliĮedbiologisttobetoolowforAlamedawhipsnake <br />movement(soilsurfacetemperaturesreach66°Forwarmer). <br />a.
