OUTREACH
The Santa Rita Road Safety Project was presented to the PTSAP stakeholders meeting on
April 21, 2026, the BPTC on April 21, 2026, and at a community meeting on May 7, 2026. As
described in the separate Agenda Item for adoption of the PTSAP, extensive community and
stakeholder engagement was conducted as part of that process, providing numerous
opportunities for input on the priorities and scope of recommended safety improvements.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the Citywide strategic goal of Funding Our Future to “identify
expanded and new revenue sources to address significant infrastructure needs” as well as
Investing in Our Environment, to “continue to invest in parks, bicycle, and pedestrian
infrastructure, and public art.” This action will allow the opportunity for the City to secure
significant new grant funding in support of a planned capital improvement project.

FISCAL IMPACT
There is no direct fiscal impact due to this action. Should the City be selected for a grant
award, staff will return to the City Council to obtain authorization to accept the funding and
approve the funding agreement. At that time, staff would also bring a request for authorization
for any necessary budget actions, including the appropriation of funds for the local match and
amendments to the revenue and expenditure budgets to account for the new funding.

The SS4A grant requires a 20 percent local match; if the City is awarded the full $25 million, a
local match of $5,000,000 will be required. A combination of Traffic Impact Fee Funds
($3,700,000) and Measure BB funds ($1,300,000) is available for the local match. The US
DOT anticipates announcing grant awards in October 2026 and executing funding agreements
within 12 months of announcement. It is possible that a different combination of funds may be
used when executing a funding agreement (estimated to occur in October 2027). These
elements will be brought to the Council at a future meeting following a notice of award.

Prepared by: Submitted by: Approved by:

Cedric Novenario, Senior
Transportation Engineer
Ellen Clark, Director of Community and
Economic Development

Gerry Beaudin, City
Manager

Attachments:
1.
