Many poles have reached or exceeded their anticipated
service life. Over time, weather exposure, corrosion, underground deterioration, and vehicle
impacts can compromise structural integrity and increase the risk of pole failure.

To proactively manage these risks and maintain safe lighting infrastructure, the Public Works
Department conducts periodic inspections and structural testing. Ultrasonic testing evaluates
pole condition at the ground line, where corrosion most frequently occurs and where failures
often originate. Testing identifies remaining wall thickness, corrosion percentage, and internal
defects, to inform decisions for repairs or replacement.

In February 2026, the City issued Request for Bids (RFB) No. PWD 26.402 to secure a
qualified contractor capable of performing light pole testing, reporting, GIS integration,
emergency response, and replacement services.

The RFB was publicly advertised in accordance with City purchasing requirements, and the
City held a mandatory pre-bid conference. Bids were opened and processed in accordance
with City procurement procedures and evaluated for responsiveness and bidder responsibility,
including required licensing, Department of Industrial Relations (DIR) registration, safety
compliance, and experience performing similar municipal pole testing and replacement work.

DISCUSSION
Based on the bid results, Advanced Lighting Services, Inc., was determined to be the lowest
responsive and responsible bidder and met all required licensing, safety, and experience
requirements.

The proposed agreement establishes a comprehensive light pole inspection and replacement
program that includes structural testing, condition assessments, documentation, standardized
reporting, and replacement services necessary to maintain safe and reliable lighting
infrastructure throughout the City.

Under the agreement, the contractor will perform ultrasonic testing of designated light poles to
evaluate structural integrity and identify corrosion or internal deterioration that may not be
visible during routine inspections. Results will be provided in standardized reports and
integrated into the City’s GIS and asset management systems to support long-term
infrastructure planning.

When light poles are identified as structurally compromised or deteriorated beyond acceptable
thresholds, the contractor will provide removal and replacement services consistent with City
standards.

Deliverables will include pole identification, GPS coordinates, corrosion levels, recommended
Docusign Envelope ID: 3B72E0E1-49B0-81A0-82B4-6F3690F68EF8
