Commission & Committee Chair/Vice Chair Training Curriculum
Staff has also developed a robust training curriculum for new and returning commission chairs
and vice chairs. Delivered as a two-hour workshop, the curriculum covers:
• Roles, responsibilities, and time commitments (including chair and vice chair duties)
• Brown Act compliance and serial communication restrictions
• Meeting facilitation and conflict resolution (Chairs/Vice Chairs)
• Communication standards with staff and Council
• Professional conduct and etiquette, including social media guidelines
• Equity and community perspective
• City governance, strategic plan alignment, and budget cycle

3. Commission Liaison Staff Training Curriculum
Staff has developed a parallel training curriculum for City staff serving as commission liaisons.
This two-hour workshop covers governance structure, Brown Act compliance, agenda
development in partnership with commission chairs, staff report preparation, meeting
facilitation support, and effective management of volunteer commissioner relationships. An
initial training session will be conducted for all current liaisons to establish organizational
consistency, followed by annual training for incoming liaisons.
For Future Consideration:
Update Commission and Committee Accountability Protocols
Accountability protocols set consistent standards for all commission and committee members.
Staff recommends consideration of the following accountability protocols:
• City Council Liaison Program: Each commission will be assigned a City Council
Member liaison, appointed annually by the Mayor, to serve as the primary point of
contact and escalation resource between the commission and the City Council.
• Three-Step Issue Escalation Process: A structured process for addressing concerns
related to attendance, conduct, or participation — beginning with an informal staff
liaison call, progressing to formal written notice, and culminating in Council
Liaison/Mayoral intervention if needed.
• Attendance Policy: Clarifying and establishing attendance thresholds.
• Commissioner Handbook, Code of Conduct Update: Standards covering integrity and
impartiality, respect and civility, confidentiality, role clarity, social media conduct, and
compliance with the Brown Act and applicable law.

Staff will develop more detailed outlines of these protocols, or a selection of them, for review
by the City Council at a future date.

Staff will also review any recommendations regarding these commissions from the citywide
organizational assessment as part of the broader conversation regarding staffing and priorities
Page 18 of 443
