Proposal for Livermore-Pleasanton Fire Department NBS | 5
3 | STUDY APPROACH AND METHODOLOGY
A Fee Study (Study) identifies the total costs of providing various governmental services and translates
those costs into a customized fee schedule. Working closely with the LPFD, we will develop a robust cost
analysis that substantiates the 100% cost recovery level of each individual fee and assist with
implementation strategies for adoption of each fee at 100% of the total cost of service, or less, depending
on local policy considerations.
Our fee study methodology and calculations comply first and foremost with the provisions and guidance
provided by Article XIIIC, Section 1(e), of the California Constitution. Article XIIIC defines the difference
between charges that qualify as fees for services, as opposed to taxes. Fees for services (except for
penalties and fees for entrance to or use of government property), qualify as such if the amount charged
does not exceed the cost of providing the service.
User and/or regulatory fees represent cost recovery opportunities entirely within the LPFD’s control:
revenues, which the LPFD may, at its sole discretion upon public hearing, implement and/or modify
without further public process or approval.
All fees and charges for services will be included within the scope of this study, such as:
1.Annual and one-time California Fire Code Permits
2.Annual Occupancy Inspection (both State-Mandated and local policy governed)
3.Review of Development Applications, Building Plans, and other Development Approvals
4.Plan Check and Permits for Sprinkler, Alarm, and Fire Suppression Systems
5.Miscellaneous Administrative Fees
We will review all LPFD fees that can be assessed on a time-per-task basis. Scope of review generally
excludes taxes, ambulance rates, fines, penalties, equipment and facility rentals.
Localized Cost Recovery Policy Recovery of True Costs
Reduced Reliance on General
Fund Resources Public Engagement
Project Benefits
EXHIBIT A
Docusign Envelope ID: 09559A62-06A5-8485-82E8-5B45F6615FAE
