P18-0078, P18-0080, P18-0081, PUD-130 and Tract 8569 (Hidden Canyon) Planning Commission
6of 28
subject to Measure PP (and areas not subject to Measure PP)4.” The ultimate objective of each
project-specific mapping would be to follow the restrictions of Measure PP while allowing for
development of those areas not subject to Measure PP, or other limitations imposed by the
General Plan, or other environmental considerations.
Project Background
Lester/Kolb Properties
The Lester/Kolb properties, referred to hereafter as the “Lester properties”, have been of
interest to developers prior to and since Measures PP and QQ and the Southeast Hills
mapping; with applications from various developers and real estate entities seeking feedback
on a single-family home development dating back to 1997. Through these past applications the
City provided feedback on the proposals including, but not limited to, aspects such as density,
grading, visibility of development, and development consistency with City hillside policies and
programs.
With the City’s 2017/2018 priority work plan, the City Council directed staff to work with the
current applicant and the EBRPD to facilitate consideration of a residential subdivision on the
project site consistent with Measure PP restrictions and include dedication of land to the
EBRPD and a new staging area for improved public access to the Pleasanton Ridge. As a
“Priority B” effort, the work plan also stipulated the City would not assign planning resources to
this effort until calendar year 2018.
Staff began working with the applicant on their formal application in 2018, and the Hidden
Canyon Project was reviewed by the Planning Commission at a Work Session on March 27,
2019. The feedback received was to reduce the number of new units proposed to adhere to
Measure PP and adjust the location and design of the EBRPD staging area closer to Dublin
Canyon Road. While staff continued to work with the applicant on plan refinements, planning
resources were put on hold for this project in 2021 to accommodate the City’s Housing
Element update.
Housing Element Update
The City’s Housing Element, a required component of the General Plan, is periodically updated
to address community housing needs across all income levels. At the time the Hidden Canyon
application was initiated, the City was operating under the 5th Cycle Housing Element (2015–
2022). The update to the 6th Cycle Housing Element (2023–2031) began in March 2021, with
public hearings and an extensive outreach process that included over 40 meetings and
community engagement efforts. The City Council subsequently provided direction on
December 20, 2022, including modifications to the proposed housing site rezone list. In 2023,
City Council adopted the 6th cycle Housing Element update, which included a list of sites to be
rezoned for housing. The Lester properties were included as Area 1 in the Housing Element
and were rezoned accordingly as a Housing Element Overlay site. It is noted that during the
Housing Element update process, the Oak Hills property (10971 Dublin Canyon Road), was
not evaluated as a potential housing site. While no housing is proposed for the Oak Hills
property, it was recognized the property would need to be annexed in conjunction with the
proposed project, as it is an intervening parcel along the project site’s frontage on Dublin
4 Source: Southeast Hills Mapping and Methodology
