P18-0078, P18-0080, P18-0081, PUD-130 and Tract 8569 (Hidden Canyon) Planning Commission
7of 28
Canyon Road. This approach is consistent with the General Plan Land Use Element, which
encourages the annexation of remaining contiguous unincorporated parcels.
Since the submittal of the formal applications in 2018 through the certified 6 th Cycle Housing
Element update, the applicant worked with City staff, adjacent property owners, residents, and
EBRPD staff on plan refinements to provide a project design that minimized grading, avoided
development on slopes of 25 percent or greater, and modified the new staging area to
enhance public access to the Pleasanton Ridge. These refinements resulted in a reduction of
units from 33 to 30 by eliminating two residential lots on the Ponderosa-owned parcel and
redesignating a proposed residential lot to a stormwater basin for the new subdivision. The
staging area modifications included relocating the staging area from the southern portion of the
project site to the northeast, closer to Dublin Canyon Road, and reducing the size of the
staging area from 36 vehicle parking stalls with four pull-through trailer parking spaces, to 18
vehicle parking stalls. The change was made in response to site constraints associated with
the relocated staging area near Dublin Canyon Road, where a reduced development footprint
to prevent further grading in areas with slopes of 25 percent or greater, necessitated a
decrease in parking capacity and elimination of pull-through trailer spaces; these modifications
were reviewed and approved by EBRPD staff and are reflected in the current project plans.
ANNEXATION AND THE LOCAL AGENCY FORMATION COMMISSION (LAFCO)
Should the City Council certify the FEIR and approve the proposed project entitlements, the
final determination on the applicant’s ability to annex into the City and construct the project
would be made by the Alameda County LAFCo. Annexation proceedings would be initiated
upon approval of the various applications before the City of Pleasanton, in the form of
submittal of an application for annexation to LAFCo.
Furthermore, as part of the annexation process, the City would need to negotiate an
agreement with Alameda County about how future property tax revenues would be shared
between the County and City. Furthermore, following annexation, and pursuant to State law,
the City and County will be required to negotiate and (ideally) reach agreement on how any
portion of the County’s Regional Housing Needs Assessment (RHNA) units would be re-
allocated to Pleasanton, along with any corresponding credit for construction of units on the
site.
GENERAL PLAN, HOUSING ELEMENT, AND ZONING
Applicable General Plan, Housing Element, and Zoning regulations are summarized below.
Compliance with focused regulations and policies are analyzed further in the Analysis section
of this report.
General Plan Designation
Although the properties are unincorporated, they are located within the City’s Sphere of
Influence and General Plan Planning Area Boundaries. As discussed below, the portion of the
property proposed for development with new single-family homes is located within the City’s
Urban Growth Boundary (UGB).
Most of the development would be in the Low Density Residential (LDR)-designated portion of
the project site, which allows development of up to two dwelling units per acre. Approximately
45 acres of the project site are designated LDR. Considering the development as a whole, the
