P18-0078, P18-0080, P18-0081, PUD-130 and Tract 8569 (Hidden Canyon) Planning Commission
16 of 28
Table 3 includes development standards which include minimum lot area, minimum setbacks,
maximum floor area ratio, and maximum building height. Elevation drawings of each Lot’s
respective model type are included in Exhibit B, Attachment 2.
Table 3: Lots 29 and 30 Development Standards
EBRPD STAGING AREA AND PRIVATE/PUBLIC OPEN SPACE
The proposed project includes dedication of land and construction of a new publicly accessible
staging area for the EBRPD, located south of Lester Lot 29 and accessed via a driveway along
the eastern side of the Lester properties. The driveway would provide eight parallel parking
spaces leading to a gated staging area featuring a paved parking lot with a total of 18 stalls, a
vault restroom, water fountain, seating, and trailhead access. The staging area would connect
to a future EBRPD trail extending south into Pleasanton Ridge Regional Park. The staging
area would be constructed in accordance with EBRPD standards, serving as a key trailhead
access for the northern terminus of the park’s trail system and implementing a component of
the EBRPD master land use plan. The project also includes a public access road along a
portion of the existing non-exclusive easement on the eastern boundary of the Lester property.
Figure 7 illustrates a focused view of the location of the staging area.
In conjunction with these improvements, a total of 117.1 acres would be designated as open
space across four parcels: Parcel A (39.9 acres) and Parcel D (0.3 acres) would be owned and
managed by the Ponderosa HOA; Parcel B (69.3 acres) would be dedicated to EBRPD; and
Parcel C (7.6 acres) would remain under current Lester family ownership but is proposed for
future dedication through a life estate agreement. Upon the passing of the remaining family
members, Parcel C would transfer to EBRPD ownership, ultimately consolidating
approximately 76.9 acres of open space, staging, and trail facilities for long-term public use.
The applicant consulted closely with EBRPD throughout the design process. The District has
confirmed they are supportive of the proposed staging area sizing and design, and the
approach with respect to transfer of ownership of land to the District.
