P18-0078, P18-0080, P18-0081, PUD-130 and Tract 8569 (Hidden Canyon) Planning Commission
18 of 28
space access, along with required sidewalks along the Dublin Canyon Road frontage of Lot 30
and within the EBRPD access area to support future connectivity.
The applicant will also be making a monetary contribution in the amount of $500,000 to be
used by the City for future improvements to Dublin Canyon Road, including the potential
widening of the Devaney Creek bridge in order to improve traffic circulation and enhance
public safety.
INFRASTRUCTURE IMPROVEMENTS
The proposed project would be served by water from the City, via connection to the Moller 770
Pressure Zone, with the installation of a water booster pump station located near the entrance
of the EVA on Dublin Canyon Road. Eight-inch water mains are proposed along Streets A and
B, continuing along the EVA portion of Street A, and also within Court C. An 8-inch water main
is also proposed to follow both the private and public roads surrounding the proposed Lots 29
and 30, connecting the roads along Dublin Canyon Road. Water would also be provided to the
facilities at the proposed EBRPD Staging Area, though no sewer connection will be necessary
for the EBRPD vaulted restroom as it will be pumped and maintained for cleanout by the
EBRPD.
CLIMATE ACTION PLAN
In 2022, the City adopted Climate Action Plan (CAP) 2.0. The CAP 2.0 was reviewed by the
Bay Area Quality Management District (BAAQMD) and was deemed a “Qualified Greenhouse
Gas Reduction Strategy” in accordance with the District’s CEQA guidelines. Implementation of
the CAP will occur over several years. The CAP consists of amendments to regulations and
policies related to Land Use and Transportation, Energy, Solid Waste, and Water and
Wastewater, which result in reductions in greenhouse gas emissions in compliance with the
targets set by AB 32, California’s Global Warming Solutions Act of 2006.
Staff completed an analysis of how the proposed project is consistent with or implements the
applicable measures outlined in the City of Pleasanton’s CAP. The proposed project is
consistent with multiple goals and strategies outlined in the CAP, specifically within the
Buildings & Energy, Transportation & Land Use, and Water Resources sectors.
The project supports Strategy BE-1 (Advance the decarbonization of buildings) through the
incorporation of all-electric residential units, consistent with Supporting Action P1, which
promotes all-electric new construction and reduces greenhouse gas emissions associated with
natural gas use. The project also aligns with Strategy BE-3 (Expand use of renewable energy),
as the future residential development would be subject to State and local requirements for
solar readiness and energy efficiency. With respect to land use and transportation, the project
is consistent with Strategy TLU-2 (Advance active, shared, and public transportation) and
Strategy TLU-3 (Advance sustainable land use) by clustering residential development within
the City’s Sphere of Influence, facilitating efficient infrastructure extension, and incorporating
pedestrian and bicycle improvements along Dublin Canyon Road that support reduced vehicle
miles traveled (VMT).
Furthermore, the project is consistent with Strategy WR-1 (Improve water supply and increase
conservation) and Strategy WR-2 (Improve stormwater resilience) by incorporating water-
efficient fixtures, compliance with State water efficiency standards, and on-site stormwater
