P18-0078, P18-0080, P18-0081, PUD-130 and Tract 8569 (Hidden Canyon) Planning Commission
19 of 28
management features, including a dedicated stormwater treatment basin designed to meet
municipal and regional requirements. With respect to wastewater, the project would connect to
the City’s existing sanitary sewer system and be subject to all applicable municipal and
regional wastewater regulations, including requirements that reduce inflow and infiltration,
promote efficient water use, and support treatment processes that minimize energy
consumption and associated greenhouse gas emissions.
By utilizing existing wastewater infrastructure and adhering to regulatory standards, the project
supports CAP objectives to reduce emissions associated with water conveyance and treatment
while ensuring long-term system efficiency and resilience. Collectively, these features
demonstrate consistency with the CAP’s overarching goal of reducing greenhouse gas
emissions while improving resource efficiency and infrastructure sustainability.
GRADING
Grading would cover approximately 21.2 acres, and approximately 129,850 cubic yards of
material would be generated from grading activities to construct the lots, streets, and
foundations. Another 14,630 cubic yards of material would be generated by trench spoils and
anticipated soil swelling (five percent), for a total of 142,200 cubic yards of cut and fill work. As
a result, the site grading would be balanced and neither off-haul nor import of dirt would be
required.
Grading on the development site has been designed to avoid potential impacts to Devany
Creek and associated vegetation and to provide a transition to the natural grades beyond the
building envelopes. All grading on the project site has been designed to eliminate grading
within areas of 25 percent slope or greater except for grading required to construct road
segments and a portion along the EVA. Figure 8 illustrates the grading boundaries and areas
affected by road only grading, which is provided as the last sheet in Exhibit B.
Figure 8: Slope and Grading Plan
