P25-0116. P25-0116, P25-0018, PUD-154 and Tract 8123 (Arroyo Lago) Planning Commission
17 of 22

Grading and Drainage
In consideration of the existing residential development on the west side, the proposed
Project’s grading has been modified to reduce the relative elevation differences between the
proposed project and adjacent homes, further reducing the potential for shadowing, light spill,
and glare intrusion onto nearby residential properties. As shown on the Grading Plan
(C3.1/Exhibit B), the proposed lots along the west property line would have a comparable pad
elevation as the existing homes. Please refer to Figure 5.

Figure 5: Pad Elevation Comparison

A comprehensive drainage strategy has been incorporated into the Project design to ensure
that post-development runoff does not exceed pre-development conditions. Stormwater runoff
would be managed through a combination of on -site detention, drainage improvements, and
best management practices (BMPs) in compliance with City standards and regional
requirements. The Project would be required to prepare and implement a Stormwater Control
Plan, consistent with the requirements of the Alameda County Clean Water Program, to
address water quality, erosion control, and long-term maintenance of drainage facilities. With
implementation of these measures, grading and drainage impacts would meet all regulatory
requirements, and any potential environmental impacts would be less than significant.

In larger storm events, stormwater would be temporarily stored in a detention basin just
northeast of the bioretention area. The detention basin has been sized to accommodate back -
to-back 100-year storm events in accordance with all applicable standards an d requirements,
allowing stormwater discharge to be metered to ensure that the capacity of the City’s storm
drain system is not exceeded.

Given that this stormwater retention area is located on an off-site piece of land owned by the
applicant (Figure 6), staff has included a condition of approval requiring a storm drain
easement to be granted to the City for maintenance of the stormwater retention facility.
