ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 129
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
impacts or create substantially more severe significant impacts than those previously identified in the
Prior FEIR. No additional analysis is required.
e) Airports
Would the project: For a project located within an airport land use plan or, where such
a plan has not been adopted, within two miles of a public airport or
public use airport, would the project result in a safety hazard or
excessive noise for people residing or working in the project area?
Prior FEIR Conclusions
The Prior FEIR found that the Livermore Municipal Airport is located approximately 1.6 miles
northeast of the project site. The project site is within the Airport Influence Area, however the project
site is not within any established noise contours or airport safety zones as indicated by the Livermore
Municipal Airport Land Use Compatibility Plan (ALUCP). As such, the County Project would not result
in airport-related safety hazards or excessive noise, and the Prior FEIR concluded that impacts would
be less than significant. (Draft EIR, pp. 3.8-23, 6-16).
Proposed Project Analysis and Conclusion
Similar to the conclusions of the Prior FEIR, the project site is not located within any established
noise contours or airport safety zones. Accordingly, the proposed project would not result in airport-
related hazards, and impacts would be less than significant, consistent with the impact conclusions of
the Prior FEIR. Therefore, the proposed project would not introduce new significant impacts or create
substantially more severe significant impacts than those previously identified in the Prior FEIR. No
additional analysis is required.
f) Emergency Response and Evacuation
Would the project: Impair implementation of or physically interfere with an adopted
emergency response plan or emergency evacuation plan?
Prior FEIR Conclusions
The County has developed an Emergency Operations Plan (EOP) that establishes policies and
procedures and assigns responsibilities to ensure the effective management of emergency operations
within the County. The County’s EOP does not list any specific evacuation routes throughout the
County because these routes would be determined based on the location and nature of the
emergency by the Alameda County Sheriff’s Office. Major roadway networks, including SR-84, I-580,
and I-680, provide regional access to the project site and would likely be used as evacuation routes in
the event of an emergency. Any road blockages during the construction phase would not interfere
with these routes and would be temporary. Therefore, the Prior FEIR concluded that impacts would
be less than significant. (Draft EIR, pp. 3.8-23, 6-16).
