ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

142 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
explained that Zone 7—designated by the California Department of Water Resources as the
Groundwater Sustainability Agency for this medium-priority basin—has an Alternative GSP approved
by the State, showing the basin has operated within sustainable yield for more than a decade. The
County Project’s groundwater demands and on-site well plans fall within the parameters evaluated in
the Alternative GSP, meaning no undesirable results (such as significant depletion or degradation) are
anticipated, and therefore the County Project was considered consistent with the sustainability
objectives established under SGMA.
Furthermore, the WWTP would be designed and required to produce disinfected tertiary recycled
water per Title 22 standards and be regulated during operations under Water Reclamation
Requirements (Order WQ 2016-0068-DDW). A Notice of Intent would be filed with the RWQCB for
Waste Discharge Requirements (WDRs), further ensuring consistency with applicable water quality
plans. Therefore, the Prior FEIR concluded that impacts would be less than significant. (Draft EIR, pp.
3.9-34, 6-16).
Proposed Project Analysis and Conclusion
As described in the Prior FEIR, the RWQCB has established regulatory standards and objectives for
water quality in its Basin Plan. Consistent with the analysis of the Prior FEIR, the proposed project
would not conflict with the Basin Plan or the County’s NPDES program. Given that proposed
construction would disturb more than 1 acre of land, the proposed project would be required to
comply with the terms of the Construction General Permit, which require the preparation and
implementation of a SWPPP that includes BMPs to ensure reduction of pollutants from construction
activities potentially entering surface waters. Therefore, consistent with the impact conclusions in the
Prior FEIR, construction impacts related to a water quality control plan or groundwater management
plan consistency would be less than significant.
As described above, any groundwater used by the City to serve the proposed project comes from the
Livermore Valley Groundwater Basin through contracts with Zone 7, which is considered a medium-
priority groundwater basin. While the City previously obtained a portion of its supply from City-owned
groundwater wells, those wells are no longer in operation. The City is actively evaluating future supply
alternatives, including potential joint groundwater wells in coordination with Zone 7; however, at
present, all water supplies are purchased from Zone 7. The Basin is regulated under SGMA, and the
preparation and implementation of a GSP is required. Adherence to the objectives and sustainability
goals provided in the GSP would reduce impacts to groundwater quality within the City. Thus, the
proposed project would not interfere substantially with groundwater supply. Furthermore, the
proposed project would not include the construction of the WWTP included under the County Project,
further reducing the potential for any significant impacts. Therefore, impacts related to sustainable
groundwater management would be less than significant.
Therefore, the proposed project would not introduce new significant impacts or create substantially
more severe significant impacts than those previously identified in the Prior FEIR. No additional
analysis is required.
