ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 143
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
Zone 7 Stormwater Option
The Zone 7 Stormwater Option would not result in any new or more severe hydrology or water quality
impacts since it was considered in the Prior FEIR. Stormwater would continue to be treated through
the proposed bioretention facilities in full compliance with applicable water quality standards and
regulatory requirements, and the alternative would not introduce new pollutant sources or violate
WDRs. Regarding groundwater, the option would not increase groundwater extraction or interfere
with groundwater recharge, as stormwater management would remain consistent with the approved
project design and applicable groundwater management plans. In terms of drainage patterns and
runoff, this option would allow treated stormwater to discharge and drain naturally toward Cope Lake,
rather than being conveyed through a detention basin, pump facilities, and storm drain force main;
however, this change would not increase runoff volumes, alter drainage patterns in a manner that
would cause erosion or flooding, or exceed the capacity of downstream drainage systems. This
option would not increase flood risk or impede flood flows, as stormwater flows would remain within
the hydrologic conditions evaluated in the Prior FEIR and would be subject to applicable erosion
control and post-construction stormwater requirements. Finally, this option would not conflict with or
obstruct implementation of a water quality control plan or sustainable groundwater management plan,
as it would remain subject to all applicable City, RWQCB, and Zone 7 requirements, as discussed in
the Prior FEIR. Accordingly, hydrology and water quality impacts associated with the Zone 7
Stormwater Option would remain less than significant and consistent with the conclusions of the Prior
FEIR.
Mitigation Measures
None.
Conclusion
There is no new information of substantial importance, changes in the project, or changes in
circumstances under which it will be undertaken, identifying new significant effects, nor is there a
substantial increase in the severity of previously identified significant impacts related to hydrology and
water quality. The conclusions from the Prior FEIR remain unchanged when considering the
implementation of the proposed project. No further environmental review is required.
