330 Land Company, LLC 9785.004.001
Arroyo Lago October 31, 2025
RESPONSE TO CITY REVIEW COMMENTS Page 3

The 2019 Haley & Aldrich reports for fill placement within the Busch Pit area present similar
language to the 2013 report. These reports contain several passed tests where the field moisture
content is lower than the optimum moisture content of the material being tested. Therefore, it is
our opinion that the fill within Busch Pit was not placed with a moisture-content specification
recommended by Haley & Aldrich.

BSK Comment 6 – Geotechnical Report, Section 3.3, Seismic Hazards

ENGEO should discuss the potential for densification due to earthquake shaking, which is
commonly known as dynamic compaction or seismic settlement of non -saturated sand.

ENGEO Response to Comment 6

Given the fine-grained soil stratigraphy, it is our opinion that the potential for dynamic sand
densification at this site is low.

BSK Comment 7 – Geotechnical Report, Section 3.3.3, Liquefaction

a. ENGEO should present the results of their liquefaction of the borings in an appendix to the
geotechnical report.
b. ENGEO should also perform liquefaction analysis based on 1-CPT-1 through 1-CPT-5 and
update their discussion of liquefaction assessment as appropriate. The results of the CPT
analysis should also be presented in an appendix to the geotechnical report.

ENGEO Response to Comment 7

As discussed in Section 3.3.3, based on the soil type and the depth to hydrostatic groundwater,
the material is not susceptible to liquefaction triggering. The boring analysis was performed to
corroborate these findings.

BSK Comment 8 – Geotechnical Report, Section 3.4, Compressible Soil

This section references a different fill amount and a different set of civil plans than Section 1.3,
Project Description, of the geotechnical report. This section and Section 1.3 should be revised to
provide consistent information and to reference the Vesting Tentative Map dated July 2025 if
appropriate.

ENGEO Response to Comment 8

No exceptions taken. The geotechnical report has been revised accordingly.

BSK Comment 9 – Geotechnical Report, Section 3.5, Differential Fill

ENGEO should also include discussion about the emergency swale because it is as deep as
5 feet bgs in some areas and will therefore result in differential fill depths across some residential
lots.
