ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

78 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
County Project. As such, the proposed project would result in similar impacts to construction-related
cancer risk, albeit slightly less given its reduced scope. Therefore, the proposed project would still be
required to implement MM AIR-3 to reduce this impact to less than significant levels. MM AIR-3
requires all applicable construction equipment utilized in mass grading, paving, and building
construction phases to be Tier 4 or Tier 4 Equivalent.
The Prior FEIR determined that construction of the County Project would not exceed the Bay Area Air
District’s community health risk, DPM, or TAC emissions significance thresholds with implementation
of MM AIR-3. This includes thresholds for the first group of residents, who would be present during a
portion of the construction phase.23 In addition, the Prior FEIR determined that the operation of the
County Project would not generate sufficient vehicle traffic during project operation to substantiate
creating a CO hotspot, and thus, no significant operational impacts would occur. Because of the fact
that the proposed project would be substantially similar to the County Project, only with less
development, the proposed project’s operations would also not exceed the Bay Area Air District’s
significance thresholds for community health risk, DPM, or TAC, or generate sufficient vehicle traffic
during project operation to substantiate creating a CO hotspot.
With implementation of MM AIR-3 for construction-related impacts, the proposed project would not
result in any new or more severe significant impacts related to exposure of sensitive receptors to
substantial pollutant concentrations beyond what was analyzed in the Prior FEIR. Therefore, the
proposed project would not introduce new significant impacts or create substantially more severe
significant impacts than those previously identified in the Prior FEIR. No additional analysis is
required.
e) Odors
Would the project: Result in other emissions (such as those leading to odors)
adversely affecting a substantial number of people?
Prior FEIR Conclusions
Residential projects are not typically considered an operational source of odor; therefore, the Prior
FEIR focused its analysis of potential odor impacts on the County Project’s construction activities and
the proposed WWTP.
In terms of construction-related impacts, the Prior FEIR found that any construction-related odor
emissions would be temporary and intermittent. Additionally, noxious odors would be confined to the
immediate vicinity of the construction equipment. It was anticipated that by the time such emissions
reach any sensitive receptor sites, they would be diluted to well below any air quality or odor concern
level. Therefore, construction odor impacts would be less than significant.

23 The first production phase is expected to start in March 2028, with some residents moving into homes after the first
homes are constructed (June 2028). Construction is expected to continue until September 2030.
