231 Old Bernal Ave Page 2 PUD-152
Comments:
1.RESOLVED. Moved to Condition of Approval.
2.AMENDED COMMENT. CLEAN WATER PROGRAM: Projects that create and/or replace
more than 5,000 square feet (0.23 acres) of impervious surface are considered “Regulated”
according to Provision C.3.b of the Municipal Regional Stormwater NPDES Permit that
regulates stormwater runoff in Alameda County. The Alameda Countywide Clean Water
Program developed a C.3 Guidance Manual to assist applicants in addressing these
regulations. The Guidance Manual is available for download at:
https://cleanwaterprogram.org/development/
Regulated projects must include stormwater treatment measures in the site design to remove
pollutants from stormwater upstream of any connection to the City’s stormwater conveyance
network. A Stormwater Requirements Checklist must also be submitted to confirm the square
footage of existing, new and replaced impervious surfaces per C.3 technical guidance manual
Appendix O. Finally, a Stormwater Control Plan must be submitted. These plan sheets shall
show the drainage management areas (DMAs) with a corresponding treatment feature. Follow
C.3 Stormwater Technical Guidance Section 8.
AMENDED COMMENT. When reviewing Stormwater Sheets C5.0 and C5.1, the following
issues shall be addressed:
a.RESOLVED.
b.RESOLVED.
c.RESOLVED.
d.AMENDED COMMENT. Sheet C5.1 proposes two different types of treatment features
(Pervious Pavement and Flow through Planters). The design drawings require additional
clarification:
(1)RESOLVED.
(2)NEW COMMENT. Figures 8-11 through 8-13 of the manual shows typical Flow
Through Planter design details. Sheet C5.1 provides a typical flow-through planter
section within Detail B as an at grade planter.
(a)Confirm that planters #2 through #6 are all at grade planters or if there will be
above grade planters. The typical design standard for flow through planters
adjacent to structures is above grade due to water and drainage issues to the
foundation. If flow-through planters #5 and #6 are at grade planters, the
structure’s foundation designer and geotechnical engineer will need to consider
these at grade planters in their design.
(b)The landscape plans do not match the civil plans for the landscaping within the
flow through planters. The plans shall be revised to match and include planting
details per the technical guidance manual section 8.2.1, and follow the planting
guide in Appendix B.
(3)RESOLVED.
(4)NEW COMMENT. Sheet C5.1 shows the swimming pool as a self treating area
within DMA #2. Swimming pools are considered an impervious surface and shall
Page 318 of 373
