Todd Yamello
May 26, 2026
Page 6

Task 4 Assumptions
• This task is limited to development of a Basis of Design and planning-level cost estimate and does
not include final design, procurement, configuration, or implementation services.
• The City will provide available network diagrams, server inventories, backup architecture
documentation, and facility information necessary for evaluation.
• The cost estimate will be developed at a planning level and is intended for budgeting purposes only.
• West Yost’s role will be advisory only and will not include server migration, system configuration,
procurement, construction, installation, or implementation of the relocation project.

Task 4 Deliverables
• Basis of Design memorandum for P1-2 Backup Core SCADA Server Relocation.
• Planning-level (AACE Class 5) opinion of probable cost.
Task 5. Remote Access Improvements Basis of Design and Cost Estimate
The objective of this task is to investigate and define the scope, level of effort, and planning-level cost
required to implement Project P1-3 – Remote Access Improvements. This task will not include
procurement or deployment of a remote access solution, but will establish the technical framework,
cybersecurity requirements, and budget necessary for future execution. Work activities under this task
include:
• Existing Status Review – West Yost will review the City’s current remote access architecture,
including VPN configuration, firewall rules, authentication methods, remote desktop services,
mobile device access, and third-party access pathways into the SCADA environment. This review
will include coordination with both Utilities and IT staff.
• Cybersecurity and Operational Requirements Definition – In coordination with City staff,
West Yost will define remote access objectives including multi-factor authentication
requirements, role-based access control, session monitoring expectations, encryption standards,
vendor access controls, audit logging, and operational usability requirements. An evaluation of
available remote access solutions will be conducted, and options will be presented to the City to
assist in selection.
• Implementation Approach and Governance Framework – West Yost will outline a high-level
implementation strategy including user onboarding, vendor access management, testing
procedures, cutover sequencing, and policy updates. This will include identification of required
updates to SCADA access control standards and roles and responsibilities documentation.
• Planning-Level Cost Estimate Development – West Yost will prepare a planning-level cost
estimate consistent with an AACE Class 5 estimate. The estimate will include anticipated
licensing costs, hardware (if required), configuration services, integration support, training, and
contingency.
Task 5 Assumptions
• This task is limited to development of a Basis of Design and planning-level cost estimate and does
not include procurement or deployment of remote access software or hardware.
• The City will provide existing firewall, VPN, and network architecture documentation for review.
Docusign Envelope ID: C46F6467-48FC-8755-8247-09E863327CA7Docusign Envelope ID: A1F306CD-3D85-8219-8045-1E730ABF3862
