OT System Monitoring Implementation Basis of Design and Cost Estimate
The objective of this task is to investigate and define the scope, level of effort, and planning-level cost
required to implement Project P1-4 – OT System Monitoring Implementation. This task will not include
procurement or deployment of monitoring tools, but will establish the technical framework, functional
requirements, and budget necessary for future execution. Work activities under this task include:
• OT System Monitoring Basis of Design – West Yost will review existing SCADA/OT monitoring
tools, logging, cybersecurity, alerting, and related IT/Utilities workflows; define functional
requirements for OT asset visibility, vulnerability management, threat detection, log
aggregation, forensic analysis, and IT security integration; evaluate potential OT monitoring
solutions; and develop a phased implementation and operational strategy. The work will
culminate in an OT System Monitoring Basis of Design documenting the recommended
monitoring approach, key requirements, implementation plan, and ongoing support model.
• Planning-Level Cost Estimate Development – West Yost will prepare a planning-level cost
estimate consistent with an AACE Class 5 estimate. The estimate will include anticipated
software licensing, hardware appliances (if required), configuration services, integration
support, training, and contingency.
Task 6 Assumptions
• This task is limited to development of a Basis of Design and planning-level cost estimate and does
not include procurement, configuration, or deployment of monitoring systems.
• The City will provide documentation of existing monitoring tools and network architecture.
• The cost estimate will be prepared for budgeting purposes only and will not represent a final
implementation estimate.

Task 6 Deliverables
• Basis of Design memorandum for P1-4 OT System Monitoring Implementation.
• Planning-level (AACE Class 5) opinion of probable cost.
Task 7.
