GIS data. u t ility records, plottable ease m ents , and
parcel boundaries. We wi ll supplement t his compiled
foundation with third-party aerial imagery services
such as Neartvlap for current high-reso lution site
phot ography and countywide LiDAR data for existi ng
ground surface information. This comprehensive base
map wi ll serve as t h e foundational working document
for all subconsultants t hroughout t h e study. Where the
compiled base map reveals gaps or areas o f insufficient
accuracy, K+Wwilldeployfield survey crews as needed.
Deliverables: Survey and base mapping support
materials. if authorize d . delivered in electronic format
including PDF and AutoCAD compat ible files suitable
for use by all project subconsultant s and t h e c ity.
TASK 4 -DESIGN CRITERIA AND
EVALUATION FRAMEWORK
LEAD FIRM: K+W
CONTRIBUTING: ALL SUBCONSULTANTS
K+W will work collaboratively wit h the city to establish
a comprehensive basis of design that reflects the f u ll
spectrum of technical disciplines represented on t his
team. Ra t her than defaulting to a st andard roadway
design checklist. our approach begins wit h a design
charette -st y le meeti ng bringing toget her Cit y staff and
a ll subconsultant s to ensure t hat criteria spanning civil.
st ructura l. rail. hydraulic, environmental. geotechnical.
dry utility, and landscape considerations are all on the
table from t h e st art. Critically, this process will cha llenge
t he t eam to consider not j ust current n eeds but how
t ransportation demand. land use. and d eve lopment
patterns are expected to evolve over the next 10 to
20 years and beyond. e nsuring that the alignment
selected today does not constrain the corridor's abilit y
to serve the region's future. The output of t his process
will be a mutually agreed-upon design t hat all parties
can refe rence t hroughout the study.
Wit h the design criteria established. the t eam will
develop an alternatives evaluat ion f ramework that
goes beyond a simple cost comparison. Alternatives
will be assessed across multiple dimensions including
physical feas ib ility, geotechnical aspects. schedule
implications. right-of-way and utility impacts,
environmental and permitting risk, and planning -level
cost. A key part of this process wi ll be identifying w here
st andard p lanning-level assumptions are sufficient and
where certain t echnical areas warrant a closer look
before alternatives can be m eaningfully compared.
For example. hydra u lic ana lysis of roadway drainage,
geotechnical risk in t he quarry transition zones. or
st ructu ral const ra ints at the railroad undercrossing may
require a more d etailed level of engineering review
to ensure that the evaluatio n f ramework is bui lt on
confirmed assumpt ions rather than ones that could
surface as complicati ons late r in design. The eva luation
framework wi ll flag these items explicitly so that t h e c it y
and team can make informed decisions about where
addit ional engineeri ng invest ment is warranted at this
stage or subsequent stages.
Deliverables: Design criteria memorandum esta blish ing
basis of design and alternatives evaluat ion f ramework.
TASK 5 -ALIGNMENT ALTERNATIVES
DEVELOPMENT
LEAD FIRM: K+W
CONTRIBUTING: TJKM , PASE, ALTA, S&W,
CORNERSTONE, RADIUS, GREEN DESIGN
Our team will develop feasi ble horizontal alignment
alternatives and conceptual vertical alignment
considerations for three corridor options. Vertical
alignment will be d eveloped in conjunction w ith
horizontal geomet ry, with particu lar attention t o grade
constrain ts at the railroad crossing and t h e Arroyo
tvlocho crossing where vertica l profile decisions have
d irect st ructural and hydraulic implications. K+W will
prepare concept ual roadway footp rin ts . p lan and p rofile
drawings. typical sections. and inte rsection concepts
for connections at St oneridge Dr and Stan ley Blvd. and
wi ll identify probable right -of-way envelopes, utility
conflict areas, grading considerations, and multimodal
features including bicycle, p edestrian, ADA and transit
accommodation for each alterna t ive.
TJKtvl will define the operat ional requireme nts t hat
shape roadway geometry at each intersection,
including turn pocket needs. signa l infrastructure
footprint. transitions, bike lane configurations (on
st reet or separate path). striping layout s and transit
accommodati on requirements in cludin g bus stop
placement. pull-out geometry. and future Bus Rapid
Transi t (BRT) considerations.
