Schaaf & Wheeler will provide regiona l hydraulic
and floodplain input for each alignment alternative,
evaluati ng how each opt ion interacts wi t h drainage
patterns and floodplain boundaries in t h e corridor
and p rovi d ing t h e hyd raulic constraints that inform
span sizi ng and d rainage routing for the Arroyo Mocho
crossing.
PAS E will develop bridge crossing concept s for the
Arroyo Mocho. working in coordinat ion with Schaaf
& Wheeler's hydraulic fi ndings to establish span
requirement s and vertical clearance needs. and will
evaluate structural options to recommend t he most
appropriate and economical structure type. They
will also provide st ructural input on ra ilroad crossing
geometry and any site-specific retaini ng wall n eeds
ide nt ified during alternatives development.
Alta Engineering wi ll provide rail expertise and identify
high-level plannin g const raints and design triggers
for ra il crossings. T he ir efforts w ill include operat ional
requirement s for mainta ining active rail t raffic d uri ng
construction, applicable shutdown w indows and
flagging restri ctions, and st ructural and clearance
requirement s for crossings. Rai lroad coordinat ion at t his
st age is limited to informal informat ion gathering and
does not constitute a formal applicat ion to UPRR. T he
informat ion obt ained wi ll reflect what railroad personnel
are willing t o share at t his point in project development.
Fo rmal determinations on clearances, operat ional
requirements. and construction condit ions cannot be
made unt il a complete applicat ion is submitted and
approved. with const ruction required to commence
wit hin the t imeframe sti pulated in that approval.
Cornerstone Earth Group will provide qualitative
geotechnical ri sk ratings for each alignment alternative
and flag areas where subsurface conditi ons could
represent a significant cost. schedule. or feasibilit y
constraint.
Rad ius Design will ident ify existing dry utility conflicts
along each alignment alternat ive and identify the
backbone dry utility inf rastructure that shou ld be
accommodated within the corridor right-o f-way to
serve fut ure development in t he area . est ablishing
t hat placeholder now w ithin the r ig ht -of-way envelope
being defined by this study to prevent costly retrofitting
in later project phases.
Green Design will contribute conceptual landscape and
planting t reatment s to the typical sections and possibly
typical p lan layouts, illust rating corridor character in
section for m alongside t h e engineering cross sections.
This gives the City and d ecision-makers a visual sense
of what t h e fin ished corri dors would look li ke.
Deliverables: Alternat ives exhibit s and technical
evaluation m e morandum wit h conceptual roadway plan
and profile drawings. typical sections. and intersection
concepts for each alternative, right-of-way enve lopes,
corridor planting concepts in section form /plan , and
planning -level cost estimates for each alternative.
TASK 6 -TECHN ICAL EVALUATION OF
ALTERNATIVES
LEAD FIRM: K+W
CONTRIBUTING: ALL SUBCONSULTANTS
Utilizing the framework developed in Task 4, K+W
wi ll evaluate each o f t h e alternatives. T he analysis
wi ll include qualitative and quant it ative measures,
assessing t raffic operations, safety, geomet ri c feasibi lity,
utility and drainage implications, right-of-way impacts,
envi ronmental constraints, order-of-magnitude
cost s, and construct ability. K+W will synt h esize all
subconsultant input into a consolidated alternatives
evaluation memoran dum.
To supplement the design team's cost and
constructabili t y assessm e nts. K+W will leverage its
longstand ing relationships with prominent heavy civil
cont ractors active in this region to solicit informal input
on construction feasibilit y, sequencing challenges,
and pot ential (rough o rder-of-magnitude) costs for key
elem ents such as the rai lroad undercrossing, the Arroyo
Mocho bridge crossing, and earthwork in the quarry
t ransit ion zones. This cont ractor perspective brings
p ractical field knowledge t hat design professionals
alo ne cannot fully replicate and w ill h elp ensure t hat
t h e alternatives eva luat ion reflects real-world costs
and what is required to construct the improvement s.
Th e resulting m emorandum w ill d irectly support the
city's ability to make an informed. technica lly defensible
alignment selection.
Deliverables: Technica l evaluation memorandum
identifyin g major risks. t radeoffs. and potential fa tal
flaws for each alternative.
Kier + Wright I Page 15
Docusign Envelope ID: 776668AA-84FE-8E4D-81ED-F89B854166B8Docusign Envelope ID: 1E4E4FCF-7AB2-8687-82B4-D0B680FDBFDB
