TASK 7 -ENVIRONMENTAL AND
PERMITTING CONSTRAINTS SCREEN I NG
LEAD FIRM: ICF
CONTRIBUTING: K♦W
ICF will conduct a planni ng-level environmental
constraints screening analysis identifying preliminary
environmental considerations for each alignment
alternative under evaluation. The screening w ill rely on
readily available d esktop sources and does not include
technical a nalysis. modeling. or field surveys at t his
st age. T he prima ry objectives are t w ofold: identify any
critical resources t hat may requi re design avoidance
and therefore influence alignment select ion. and
provide a comparative assessment of env ironmental
constraints across t he alternatives.
IC F's screening w ill address t he following resource areas:
ag ri cult ura l farm lands; biological and aquatic resources
(including la nd cover mapping. special-status species
occurre nces. cri t ical habi tat. w etlands and waters,
sensitive vegetative communit ies. and conservation
areas); cultural resources (including a cult ural resource
records search, a Sacred La nds search and NAHC li st
rev iew; geology and seismicity including fault c rossings,
fau lt zo nes, and landslide suscept ibility; haza rdous
materials and w aste sites through DTSC EnviroSt or and
SWRCB Geo Tracker database searches within 100 feet
and 0.25 mile of eac h alternative; hydrology and water
resources including FE MA floodplain mapping; land
use including general p lan desig nat ions and zoning:
mineral resources based on state mapping: noise and
vibrat ion sensitive receptors: and parks, recreation , and
open space. K+W w ill contribute identification of major
ut ilities and public service facilities within the potential
alignment footprint s.
In addition to constra int identification, ICF w ill ident ify
t he likely environmental review and permits required
for each alternative under CEOA NEPA Section 404,
Section 401, and ot her applicable federal a nd state
e nvironme nta l regulations, and w ill flag any issues
w here early agency out reac h would be st rategically
b eneficia l prior to alignment selection.
Deliverables: Administ rat ive d raft , draft. and final
Environmental Constraints Screening Memorandum.
TASK 8 -UTILITY, DRAINAGE, AND RIGHT-
OF-WAY CONSIDERATIONS
LEAD FIRM: K♦W
CONTRIBUTING: S&W, RADIUS, AR/WS
K+W will ident ify major ut ility conflict s a nd assess
d rainage patterns and stormw ater considerations for
each alignment alternative. With nea rly 30 years of
project hist ory in t his corridor. K+Wbringsexisti ng record
research. as -built knowledge. and field familiari t y t hat
no ot her team wi ll have.
Where ut ility. drainage. o r rig ht -of-way considerat ions
require a hig her level of engineering scrutiny than
standard planning -level assumpti ons can support, the
team will flag t hose it ems explic itly so t he City can make
informed decisions about whe re additional analysis is
warranted before alignment selection.
The corridor presents a demanding concent rat ion
of k nown utility const raints including Zone 7 w ater
t ransmission mains, w ell and t reatment fac ili t ies, cross-
lake subsurface inf rast ructure, overhead pow er lines
t hrough t he chai n of lakes segment. and high -voltage
t ransmission lines para llel t o the Union Pacific lines. K +W
wi ll in itiate early coordi nat ion w ith Zone 7, PG&E. and
othe r utility providers to confi rm locations, understand
any future p lanned utility improvement p rojects in the
area. and establish re location scope.
Stormw ater management is a significant constrai nt
t hat must be resolved during t he init ial portion of this
project. T he corridor is subject to MR P 3 Provisions C.3
and C.3.g, and a corridor-wide low impact development
t reatment st rategy must be d eveloped as part of t his
st udy rather than deferred to subsequent phases.
A critical early question is whet her t here is adequate
e levation to discharge stormw ate r to the Arroyo Mocho
via g ravity along t he full corridor length. We anticipate
a low poi nt near t he Union Pacific rai lroad c ro ss ing may
require a storm d rain pump station.
Schaaf & Wheeler will rev iew and selectively modify
existing flood models to assess d rai nage and floodplain
impact s for each alternative and wi ll evaluate Arroyo
Mocho's hydrau lic capac ity to accept additional project
d ischarg e in coordinat ion wit h Zone 7-
City of Pl easanton I El Charro Road Precise Roadw ay Alignmen t
Docusign Envelope ID: 776668AA-84FE-8E4D-81ED-F89B854166B8Docusign Envelope ID: 1E4E4FCF-7AB2-8687-82B4-D0B680FDBFDB
