modifications to its land use designation in the Downtown Specific Plan from Public to High
Density Residential. This site currently has two zoning designations, with the proposed land
use changes affect the approximately 0.74-acre portion of the property currently zoned RM-
4,000.

Property owners or their representatives for both sites have indicated a favorable or neutral
position on the proposed rezoning of their property. Rezoning of both properties provides the
opportunity for additional potential development should the owners propose to do so, while
continuing to allow currently existing uses (i.e., the existing zoning district for each site would
be incorporated into the rezoning such that its provisions of that district would remain in effect).
As shown in the Attachment 1 a 0.66-acre portion of 1225 Hopyard, and a 0.74-acre portion of
4100 First Street would be re-zoned.

Design Standards and Requirements
By rezoning both properties to PUD, development and design standards will be established by
the PUD development plan at the time of proposal. This provides deference to the individual
characteristics of each site and range of units that cou;ld be proposed on the property (up to
ten).
Comparable Site Density
At its June 24, 2026 meeting, the Planning Commission asked how the proposed additional
density for each site would compare to other recently approved development projects. The
table below provides examples of comparable projects in Pleasanton to the two proposed
sites. As reflected in the table, at 13 to 15 units/acre, the density of the proposed sites is typical
of townhome projects.

Table A. Implementation of Program 7.6.8 as proposed by the
subject rezoning is exempt from CEQA per Government Code Section 65913.5(a)(3), which
specifically exempts these rezonings from environmental review.
