City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

42
b) Cumulative Pollutant Emissions Impacts
Would the project: Result in a cumulatively considerable net increase of any criteria
pollutant for which the project region is nonattainment under an
applicable federal or State ambient air quality standard?
Summary of Prior FEIR
The Prior FEIR determined that long-term operational emissions from
development under the General Plan, including vehicle trips and building
energy use, would not result in a cumulatively considerable net increase in
criteria pollutants in a region designated as nonattainment. Although
emissions would increase with growth, the analysis concluded that this
increase would not exceed thresholds of significance for cumulative impacts
due to consistency with regional assumptions and expected improvements in
emission control technologies (e.g., cleaner vehicles and fuels). The Prior FEIR
concluded that impacts would be less than significant.
Proposed Project Analysis and Conclusion
Future development of the proposed sites would include construction
activities that would result in air pollution emissions from dust, fumes,
equipment exhaust, and other air contaminants. However, future
development of the proposed sites would be required to comply with the
Bay Area Air District BMPs listed above to reduce fugitive dust during
construction and grading activities.
Future development on the proposed sites would include long-term
operational activities that would result in air pollution emissions, such as those
from mobile sources and area sources like landscaping equipment and
consumer products. However, individual development as a part of the
proposed project would be required to comply with General Plan Air Quality
and Climate Change Program 3.3, which requires site-specific studies of air
quality health risk that would place sensitive receptors closer than 500 feet
from the edge of a freeway or close to a significant point source of air
pollution.
Future buildout of the proposed additional sites is expected to be developed
under separate projects over the longer-term future and may be subject to
future project-level CEQA analysis.
As described above, future development would be required to demonstrate
compliance with the General Plan, which includes measures to reduce
potential air quality impacts, and consistency with such measures would be
