City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

43
subject to City review. Accordingly, construction- and operational-related
emissions associated with the proposed project would be less than
significant. The proposed project would not result in a new or more severe
adverse impact that was not previously identified and disclosed in the Prior
FEIR. No further analysis is required.
c) Sensitive Receptors Exposure to Toxic Air Contaminant Concentrations
Would the project: Expose sensitive receptors to substantial pollutant concentrations?
Summary of Prior FEIR
The Prior FEIR indicated that development pursuant to the General Plan has
the potential to expose sensitive receptors to pollutant concentrations
associated with mobile-source emissions and toxic air contaminants (TACs).
The Prior FEIR identified residences, schools, and other similar land uses as
sensitive receptors and evaluated potential exposure to localized carbon
monoxide (CO) concentrations and TAC emissions.
The Prior FEIR concluded that localized CO concentrations associated with
traffic would be less than significant, as intersection volumes would not
exceed applicable screening thresholds and would not create CO hotspots.
The Prior FEIR also evaluated TAC emissions, including diesel particulate
matter (DPM), and determined that compliance with General Plan policies
and applicable regulations would reduce health risks to acceptable levels.
Specifically, the Prior FEIR concluded that community risk and hazard
impacts, including cancer risk and non-cancer health effects associated with
TAC exposure, would be less than significant.
Therefore, the Prior FEIR concluded that implementation of applicable
policies and regulations would ensure that sensitive receptors would not be
exposed to substantial pollutant concentrations and that impacts would be
less than significant.
Proposed Project Analysis and Conclusion
As explained in Section 2, Project Description, maximum buildout of the
proposed sites is within the scope of and would result in fewer housing units
than what was analyzed in the certified Housing Element Update FEIR.
Furthermore, the proposed sites are expected to be developed under
separate projects over the longer-term future and may be subject to future
project-level CEQA analysis. In addition, they would also be required to
