City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

63
However, the Prior FEIR also explained that a combination of federal, State,
and local regulatory requirements, along with General Plan policies and
programs, would reduce these impacts. These protections include
requirements to identify and evaluate cultural resources, stop work if
resources are discovered, and implement appropriate mitigation in
consultation with qualified professionals. The Prior FEIR concluded that
impacts would be less than significant.
Proposed Project Analysis and Conclusion
On November 4, 2025, a letter was sent to the Native American Heritage
Commission (NAHC) to determine whether any sacred sites are listed on its
Sacred Lands File for the proposed sites. A response was received on
November 5, 2025, indicating the search returned negative results for TCRs
within the proposed sites (see Appendix B). It is always possible that
subsurface excavation activities may encounter previously undiscovered
TCRs. Therefore, potential unidentified, eligible TCRs could be adversely
affected by development consistent with the proposed, which could create
a potentially significant impact.
The Prior FEIR did not directly propose any adverse changes to any recorded
TCRs, but future development consistent with the proposed project could
affect known or previously unidentified TCRs. In addition, the potential for
additional undiscovered eligible TCRs to be present within the proposed sites
exists but varies by location. Excavation and construction-related activities
within the proposed sites may encounter previously unidentified TCRs.
Implementation of policies and programs in the General Plan and
compliance with applicable current State, federal, and local regulations,
including, but not limited to SB 18 and AB 52 regarding potential impacts to
existing or undiscovered eligible resources would ensure that future
development of the proposed sites would not result in significant adverse
effects to TCRs. Therefore, impacts would be less than significant. The
proposed project would not result in a new or more severe adverse impact
that was not previously identified and disclosed in the Prior FEIR. No further
analysis is required.
