City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

77
and the proposed project would not result in a new or more severe adverse
impact that was not previously identified and disclosed in the Prior FEIR. No
further analysis is required.
iv) Seismic-related Ground Failure, Including Landslides
Summary of Prior FEIR
Refer to the summary under Impact VII(a)(ii).
Proposed Project Analysis and Conclusion
None of the proposed sites are located within a seismic-induced landslide
hazard zone. Despite the lack of risk to these sites, future on-site development
would be required to comply with applicable CBC, Municipal Code
requirements, and the General Plan in order to protect structures from
potential future increase in ground failure or landslide risk. Therefore, impacts
would be less than significant, and the proposed project would not result in a
new or more severe adverse impact that was not previously identified and
disclosed in the Prior FEIR. No further analysis is required.

b) Soil Erosion or Topsoil Loss
Would the project: Result in substantial soil erosion or the loss of topsoil?
Summary of Prior FEIR
According to the Prior FEIR, development consistent with the General Plan
would result in limited grading activities, generally confined to shallow
excavations for building pads, foundations, utilities, and access roads, with
most ground disturbance involving only minor changes in elevation. Deeper
cuts may be required in certain upland or underground utility areas. Related
erosion and sedimentation impacts would be minimized through compliance
with Regional Water Quality Control Board (RWQCB) requirements under the
National Pollutant Discharge Elimination System (NPDES) permit program,
including preparation and implementation of a Storm Water Pollution
Prevention Plan (SWPPP) and associated Best Management Practices (BMPs).
The City and County also require an Erosion and Sediment Transport Control
Plan, designed and overseen by qualified professionals throughout
construction. Therefore, with adherence to applicable regulatory measures,
soil erosion hazards within the Planning Area would be less than significant.
Proposed Project Analysis and Conclusion
Future development at the proposed sites would likely involve construction
activities such as stockpiling, grading, excavation, paving, and other earth-
disturbing activities that could result in soil erosion or the loss of topsoil.
