City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

83
improved vehicle mileage standards, and increased share of renewable
energy in generating electricity, would also serve, in time, to further reduce
GHGs related to the General Plan. Therefore, the Prior FEIR concluded that
impacts would be less than significant.
Proposed Project Analysis and Conclusion
GHG Emissions
The Bay Area Air District’s 2022 CEQA Air Quality Guidelines provide
recommended significance thresholds for GHGs for land use development
projects and plans. The thresholds state that projects demonstrating
consistency with either one of two enumerated Criterion “A” or “B” would
result in a less than significant impact related to the generation of direct and
indirect GHG emissions. A project’s consistency with Criterion A is based on
incorporating specific project design elements. A project’s consistency with
Criterion B involves demonstrating consistency with a local GHG reduction
strategy that meets the criteria under State CEQA Guidelines Section
15183.5(b). The City’s CAP 2.0 is considered a qualified GHG reduction
strategy pursuant to State CEQA Guidelines Section 15183.5(b).
Future projects developed on the proposed sites would be required to
demonstrate consistency with the City’s CAP 2.0, either through the CAP 2.0
CEQA GHG Emissions Analysis Compliance Checklist or another method, or
demonstrate that project implementation would not result in direct or indirect
GHG emissions that may have a significant impact on the environment.
Therefore, the proposed project would not generate GHG emissions that may
have a significant impact on the environment, and impacts would be less
than significant. The proposed project would not result in a new or more
severe adverse impact that was not previously identified in the Prior FEIR.
There is no further analysis required.
Consistency with Relevant Plan for Reducing GHG Emissions
The City adopted the CAP 2.0, a qualified GHG reduction strategy, to meet
targets set by SB 32 and AB 1279 and align with the 2022 ARB Scoping Plan.
The CAP 2.0 includes measures and a compliance checklist for individual
projects to demonstrate consistency.
Future projects developed on the proposed sites would be required to
demonstrate consistency with the City’s CAP 2.0, either through the CAP 2.0
CEQA GHG Emissions Analysis Compliance Checklist or another method or
demonstrate that project implementation would not result in direct or indirect
