City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

89
c) Hazardous Emissions Proximate to a School
Would the project: Emit hazardous emissions or handle hazardous or acutely
hazardous materials, substances, or waste within one-quarter mile
of an existing or proposed school?
Summary of Prior FEIR
The Prior FEIR found that development consistent with the General Plan
would not result in significant release of hazardous materials. In addition, all
projects with potential hazardous materials effects allowed under the
General Plan would be required to undergo subsequent project level
environmental review. Therefore, the Prior FEIR concluded risks associated
with hazardous material releases in the vicinity of schools would be less than
significant.
Proposed Project Analysis and Conclusion
There are schools within 0.25 mile of all three proposed sites. Future
development that may occur on the proposed sites would be of the same
general type, scale, and nature as development contemplated and
evaluated in the Prior FEIR. Any temporary use of hazardous materials during
future construction activities would be subject to and required to comply
with applicable local, State, and federal regulations governing hazardous
materials transportation and use, as evaluated in the Prior FEIR. Operation of
future projects at the proposed sites would not result in the handling of
significant quantities of hazardous materials, substances, or wastes as future
development is anticipated to be residential, commercial, or mixed-use.
Therefore, impacts would be less than significant, and the proposed project
would not result in a new or more severe adverse impact that was not
previously identified and disclosed in the Prior FEIR. No further analysis is
required.
d) Hazardous Materials Sites, Government Code Section 65962.5 Sites
Would the project: Be located on a site which is included on a list of hazardous
materials sites compiled pursuant to Government Code Section
65962.5 and, as a result, would it create a significant hazard to the
public or the environment?
Summary of Prior FEIR
The Prior FEIR determined that some sites within the Planning Area may
contain known or unknown contamination from past land uses. Development
of such sites could expose people or the environment to hazardous materials
if not properly addressed. The Prior FEIR explained that State and federal
