City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

90
requirements mandate site investigation, cleanup, and oversight by
regulatory agencies before redevelopment can occur. Contaminated sites
must undergo environmental site assessments and, if necessary, remediation
to reduce contamination to acceptable levels prior to occupancy or reuse.
Because remediation is required and enforced prior to development,
exposure risks are reduced and controlled at the project level. The Prior FEIR
concluded that impacts would be less than significant.
Proposed Project Analysis and Conclusion
According to the Cortese List,6 none of the proposed sites are located on or
near active identified contamination sources. Future development at the
proposed sites would be required to complete necessary studies and
assessments, including a Phase I ESA. This assessment would analyze the
project site’s historic and current uses and potential for contamination
sources. Therefore, impacts would be less than significant, and the proposed
project would not result in a new or more severe adverse impact that was
not previously identified and disclosed in the Prior FEIR. No further analysis is
required.
e) Proximity to Public Airport Safety Hazard
Would the project: For a project located within an airport land use plan or, where such
a plan has not been adopted, within two miles of a public airport
or public use airport, would the project result in a safety hazard or
excessive noise for people residing or working in the project area?
Summary of Prior FEIR
The Prior FEIR found that implementation of the General Plan would not
interfere with operations at the Livermore Municipal Airport or create
aviation-related safety hazards for people in the Planning Area. The analysis
reflected that planned land uses and development patterns under the
General Plan would remain compatible with airport operations and
applicable land use planning policies governing airport safety. Because no
conflict with airport operations or exposure to aviation hazards was identified,
no mitigation measures were required. The Prior FEIR concluded that impacts
would be less than significant.
Proposed Project Analysis and Conclusion
The proposed sites are not located within 2 miles of a public airport and are
not within an airport land use plan area. Therefore, no impacts would occur,

6 California Environmental Protection Agency (Cal/EPA). Cortese List Data Resources. Website:
https://calepa.ca.gov/sitecleanup/corteselist/.
