City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

99
Proposed Project Analysis and Conclusion
Future development on the proposed sites would be of the same general
type, scale, and intensity as development contemplated and evaluated in
the Prior FEIR and, therefore, would be subject to the same regulatory
framework and similarly required to comply with applicable General Plan
and Municipal Code regulations that would maximize groundwater
infiltration and ensure sufficient groundwater supplies. Furthermore, future
development would not be likely to increase the area of impervious surfaces,
as the proposed sites are currently hardscaped. The proposed project would
not expand the scope of development evaluated, introduce new
development types, or increase development intensity beyond what was
previously analyzed.
The addition of new housing and commercial space would result in an
increase in connections to the municipal water supply, which could
potentially increase demand on groundwater supplies as provided by Zone
7. Zone 7 is responsible for supplying water as a wholesaler to the City by
storing water from the South Bay Aqueduct and from local sources, including
the Del Valle Reservoir, which is used to replenish groundwater supplies
through release into the Arroyo del Valle and the Arroyo Mocho. Because
the proposed project is within the scope of what was analyzed in the
certified Housing Element Update FEIR, potential impacts to groundwater
demand have already been considered, and future development would be
required to comply with applicable federal, State, and local regulations with
regard to water demand and supply. Therefore, the proposed project would
not result in significant impacts related to groundwater supplies or recharge.
Impacts would be less than significant, and the proposed project would not
result in a new or more severe adverse impact that was not previously
identified and disclosed in the Prior FEIR. No further analysis is required.
d) Risk of Pollutant Release Due to Inundation
Would the project: In flood hazard, tsunami, or seiche zones, risk release of pollutants
due to project inundation?
Summary of Prior FEIR
Impacts related to flooding risks are discussed above. Although the Prior FEIR
did not evaluate potential impacts related to tsunami or seiche zones, the
Prior FEIR concluded that with implementation of General Plan policies and
actions, the impacts due to dam failure would be less than significant.
