City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

100
Proposed Project Analysis and Conclusion
None of the proposed sites are in tsunami or seiche zones.11 Two of the three
proposed sites are located within the FEMA 500-year flood hazard zone.12
Future development on the proposed sites would be required to align with
applicable General Plan and Municipal Code requirements related to flood
protection. Municipal Code Section 17.08.040 provides methods and
provisions that control filling, grading, dredging, and other development
activities that may increase flood risk. Future site development would be
required to prepare a stormwater management plan in accordance with
Municipal Code Section 19.14.140, which requires new developments to
incorporate LID features such as bioretention. The stormwater management
system would be designed with project site conditions, such as flood hazard
zones, taken into account. Further, because the proposed sites are
hardscaped, future projects would likely improve the stormwater conditions
through compliance with the most up-to-date stormwater system standards.
Therefore, impacts would remain less than significant, and the proposed
project would not result in a new or more severe adverse impact that was
not previously identified and disclosed in the Prior FEIR. No further analysis is
required.
e) Water Quality Control or Sustainable Groundwater Management Plans Consistency
Would the project: Conflict with or obstruct implementation of a water quality control
plan or sustainable groundwater management plan?
Summary of Prior FEIR
As previously discussed, water supplies for the City are managed by Zone 7.
According to the Prior FEIR, Zone 7 has adopted a Water Supply Reliability
Policy to maintain the ability to meet 100 percent of Zone 7’s estimate for
treated water demands for 100 percent of the time; as such, and given
compliance with applicable General Plan policies and the voluntary and
mandatory water conservation requirements during water shortages
established in Chapter 9.30 of the City’s Municipal Code, the Prior FEIR

11 California Department of Conservation, California Geological Survey (CGS). 2026.
