City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

101
concluded that impacts related to water quality control or sustainable
groundwater management plans would be less than significant.
Proposed Project Analysis and Conclusion
The City is within the jurisdiction of the San Francisco Bay RWQCB. The
RWQCB has established regulatory standards and objectives for water quality
in San Francisco Bay in its Water Quality Control Plan for the San Francisco
Bay Basin, commonly referred to as the Basin Plan.
As discussed in the Prior FEIR, future development on the proposed sites
would be required to comply with the General Plan policies and programs,
the Municipal Code, and the mandatory NPDES permit requirements in
relation to water quality and groundwater use, including but not limited to,
stormwater management, and water use. Therefore, impacts would remain
less than significant, and the proposed project would not result in a new or
more severe adverse impact that was not previously identified and disclosed
in the Prior FEIR. No further analysis is required.
Conclusion
With regards to Hydrology and Water Quality, the Addendum demonstrates
that:
1. No new or more severe impacts related to the proposed project or its
site have been identified.
2. There are no new circumstances involving new or more severe impacts
which were not discussed by the Prior FEIR.
3. No new information requiring new analysis or verification has been
identified which results in an impact which is more severe than
anticipated by the Prior FEIR.
4. No mitigation measures are necessary because the proposed project’s
specific impacts would be less than significant.

Mitigation Measures
None.
