City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

128
management plans that minimize temporary obstruction of traffic during site
construction.
Additional vehicles associated with future development could increase
delays for emergency response vehicles during peak commute hours.
However, emergency responders maintain response plans that include the
use of alternate routes, sirens, and other methods to bypass congestion and
minimize response times. In addition, State law requires drivers to yield the
right-of-way to emergency vehicles and remain stopped until the emergency
vehicle passes to ensure the safe and timely passage of emergency vehicles.
Based on the above considerations, adequate emergency access would be
provided to the proposed sites. Therefore, impacts would be less than
significant, and the proposed project would not result in a new or more
severe adverse impact that was not previously identified and disclosed in the
Prior FEIR. No further analysis is required.
Conclusion
With regards to Transportation, the Addendum demonstrates that:
1. No new or more severe impacts related to the proposed project or its
site have been identified.
2. There are no new circumstances involving new or more severe impacts
which were not discussed by the Prior FEIR.
3. No new information requiring new analysis or verification has been
identified which results in an impact which is more severe than
anticipated by the Prior FEIR.
4. No mitigation measures are necessary because the proposed project’s
specific impacts would be less than significant.

Mitigation Measures
None.
