City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

132
State laws, the City’s development fees would ensure that the developers
pay the cost attributable to the increased demand for the affected public
facilities reasonably related to the development project to maintain the
existing LOS and achieve an adopted LOS that is consistent with the City’s
General Plan and Municipal Code (California Government Code Section
66001(g)). Therefore, impacts would be less than significant, and the
proposed project would not result in a new or more severe adverse impact
that was not previously identified and disclosed in the Prior FEIR. No further
analysis is required.

Wastewater
As explained in Section 2, Project Description, maximum buildout of the
proposed sites is within the scope of and would result in fewer housing units
than what was analyzed in the certified Housing Element Update FEIR.
General Plan Chapter 8, Water Element, Goal 5 is to provide adequate
sewage treatment and minimize wastewater export. Policy 5 is to secure
sewage capacity through all available means for residential, commercial,
and industrial development. This policy includes a program that requires new
development to pay its fair share of the City’s planned sewer system
improvements, including treatment, distribution, reuse, and export facilities,
which would be evaluated through the City’s new hydraulic sewer model.
Future development consistent with the proposed project would be located
within the urban framework of the City and near existing wastewater
infrastructure. The City currently complies with applicable statutory, including
Title 15 of the Municipal Code, and those requirements ensure that the City
would continue to comply with State and federal regulatory requirements
related to wastewater. All new development would be required to pay a fair
share of the City’s planned sewer system improvements. Therefore,
development consistent with the proposed project would not result in
insufficient wastewater collection and treatment, and no new or expanded
wastewater treatment facilities would be needed. Therefore, the proposed
project would not result in new or more severe wastewater impacts than
those disclosed in the Prior FEIR. Impacts would remain less than significant,
and no further analysis is required.
Stormwater Drainage
As explained in Section 2, Project Description, maximum buildout of the
proposed sites is within the scope of and would result in fewer housing units
than what was analyzed in the certified Housing Element Update FEIR.
