City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

133
The City owns and maintains drainage facilities within the city limits, consisting
of underground pipes, local channels, and natural swales in hillside areas.
These facilities carry water runoff within the drainage basin to the flood
control channels (known locally as arroyos). Development projects creating
or replacing over 2,500 square feet of impervious surfaces would require
satisfaction of the City’s Stormwater Requirements Checklist, which would
ensure the implementation of regulated stormwater infrastructure is included
in future development on the proposed sites. Additionally, General Plan
Policy 8 ensures an adequate storm drainage system to serve existing and
future development. In addition, the ODS requires that developments
provide proper ground surface or buffers for stormwater treatment adjacent
to walking surfaces. Therefore, impacts would be less than significant, and
the proposed project would not result in a new or more severe adverse
impact that was not previously identified and disclosed in the Prior FEIR. No
further analysis is required.
Electric Power, Natural Gas, and Telecommunications
The proposed sites are within the urban framework of the City and are
located near existing infrastructure. Electricity, natural gas, and
telecommunications utilities respond to increased demands in various ways.
As such, future developments would connect to existing electricity, natural
gas, and telecommunication lines. Necessary extensions and/or upgrades
would generally occur within existing utility easements and would be located
underground, primarily within existing or planned roadways.
It is currently too speculative to determine whether future developments on
the proposed sites would require relocation or reconstruction of utility
services. However, each project would go through City approvals and
adhere to policies in the General Plan, as well as Municipal Code
requirements, and coordinate with the existing utility service providers.
Therefore, impacts would be less than significant, and the proposed project
would not result in a new or more severe adverse impact that was not
previously identified and disclosed in the Prior FEIR. No further analysis is
required.
