City of Pleasanton—Additional Housing Sites Rezonings Project
Project Description CEQA Guidelines Section 15164 Addendum

6
2.2.2 - Existing Environmental Setting
Project Site
The City has identified three proposed sites to subject to a new General Plan
overlay and rezone for residential uses. The three sites total approximately
35.71 acres within the City of Pleasanton (Exhibits 3a, 3b, 3c); however,
because 5 acres of Site B were previously rezoned, only 30.71 acres and 1,438
units are included in the rezoning evaluated in this Addendum.
All three proposed sites are located in urban settings and are entirely
surrounded by a mix of commercial and residential uses. Furthermore, the
proposed sites are located within the City’s Planning Area as evaluated in
the Prior FEIR, which includes the land within the city limits and the City’s
Sphere of Influence (SOI).
Site A is currently occupied by a 2- to 3-story, approximately 208,806-square-
foot commercial office building. The site is directly adjacent to a church and
a medical center, as well as residential uses and some businesses.
Site B is currently occupied by approximately 167,441 square feet of single-
story commercial retail stores, including several with existing or expected
vacancies. The site is located directly adjacent to Interstate 580 (I-580),
commercial and office buildings, and residential uses.
Site C is currently occupied by an approximately 103,600-square-foot, 3-story
commercial office building. The site is located directly adjacent to a
preschool and commercial and office buildings.
2.2.3 - Land Use Designation and Zoning
Sites A, C, and approximately 10.52 acres of Site B have a General Plan land
use designation of Mixed Use – Business Park and a zoning designation of PUD
– Industrial/Commercial-Offices (Exhibit 4 and Exhibit 5). Five acres of Site B
would not be subjected to a new General Plan overlay or rezoned because
they are currently designated with a Housing Element Site Overlay and zoned
as Housing Opportunity Zone (HOZ) by the previous Housing Element Update,
and no rezoning is required.
The proposed project also includes text amendments to the General Plan
Land Use Element, the citywide Objective Design Standards (ODS), and
Pleasanton Municipal Code Chapter 18.38 (Housing Opportunity Zone
District) to implement the proposed rezoning and future redevelopment of
