City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Project Description

7
these sites, including application of the allowable density ranges and
objective design and development standards.
x The General Plan Land Use Element would be amended to create a
new HOSO that would be applied to each of the three sites, including
specifying the allowable density range.
x Amendments to Pleasanton Municipal Code Chapter 18.38 – Housing
Opportunity Zone District would expand the Housing Opportunity Zone
District to allow for the designation to be applied to any site through a
separate City Council rezoning action rather than exclusively to sites as
part of the Housing Element and would clarify that development
standards for such sites are governed by the General Plan, the ODS,
and the Housing Element on a site-specific basis.
x Amendment of the ODS would extend the applicability of the City's
objective design and development standards to these three additional
sites.

Collectively, these amendments would facilitate residential development on
the three identified parcels consistent with the density ranges and design
standards established through the proposed rezoning of and application of a
new General Plan overlay to the sites.
2.3 - Project Background and Previous Environmental Review
2.3.1 - Pleasanton General Plan 2005-2025
The General Plan establishes the comprehensive, long-range framework for
physical development within the City and its planning area, including land
use, circulation, housing, conservation, public services, and other key
resource areas. The General Plan was comprehensively updated in 2005 and
serves as the primary policy document guiding growth, development, and
land use decisions through the planning horizon.
California Government Code Section 65302 requires that each city adopt a
General Plan consisting of mandatory elements, including land use,
circulation, housing, conservation, open space, noise, and safety. Consistent
with these requirements, the General Plan integrates policies and
implementation measures to manage development, accommodate
population growth, and protect environmental resources while maintaining
the community’s character.
