Ordinance No. 2308 August 11, 2026
portion of the costs of those improvements, including an amount attributable to
interest, in excess of the construction required for the subdivision.”

It shall be the Applicant’s obligation to pursue said agreement with the City. In the
absence of an agreement, the Applicant shall accept full financial responsibility for
the total cost of the water pipeline.

The Applicant shall note that a segment of the pipeline crosses Lake “I”
properties as owned by Alameda County Flood Control & Water Conservation
District (Zone 7): APNs 946-1250-6-5 and 946-1250-41

Maintenance of the installed water pipeline can be performed by the City
assuming the network is constructed according to Pleasanton standards,
accepted by the City Council, and incorporated into an on-going funding district
such as a Community Facilities District. (Condition to be fulfilled prior to final
improvement plan approval.)

52. SANITARY SEWER: The City’s consultant, Woodard & Curran, prepared a site-
specific hydraulic analysis dated June 9, 2026, of the sanitary sewer network
shown on the VTM. The analysis revealed that pipe improvements/upgrades are
necessary to provide adequate sewer conveyance and freeboard for the
development. To serve Arroyo Lago alone, approximately 1,100 lineal feet of
sewer pipe upgrades are needed along Kamp Drive from Head Way to
Stoneridge Drive (upgrade from 10”-diameter to 12”) and along Santa Rita Road
under Arroyo Mocho via installation of an additional 15”-diameter siphon. The
sewer network shall be improved/upgraded consistent with this analysis.

Because this sewer network could serve properties other than Arroyo Lago, the
analysis included a methodology for shared infrastructure costs with other
neighboring undeveloped properties that would benefit from the sewer
improvements. The cost allocation should reflect the $222,275 contribution
already secured via Conditions of Approval from the Tract 8680 (Seefried
Industrial) development.

Pleasanton Municipal Code §19.40.060 allows the Applicant to enter into a
reimbursement agreement with the City for supplemental sizing of required
infrastructure. It shall be the Applicant’s obligation to pursue said agreement with
the City. In the absence of an agreement, the Applicant shall accept full financial
responsibility for the total cost of the sanitary sewer improvements needed to serve
Arroyo Lago.

The Applicant shall note that a segment of the pipe crosses Lake “I” properties as
owned by Alameda County Flood Control & Water Conservation District (Zone 7):
APNs 946-1250-6-5 and 946-1250-41. The City currently has no easement rights
across Zone 7 property, so the applicant will be required to obtain rights on
