Prioritization and Implementation of Proposed Recommendations
for the Pleasanton Bicycle and Pedestrian Master Plan Update July 21, 2026

P a g e | 3

o Comfort
o Equity
These criteria support the City's goals of accessibility, comfort, and sustainability, while
aligning with competitive grant program priorities.

• Lowest Weight (6 points maximum):
o Cost
Cost was weighted lowest to avoid disproportionately penalizing projects with higher capital
costs but substantial community benefits.

The specific evaluation metrics, scoring thresholds, and point allocations for each criterion are
summarized in Table 1.

Table 1: Prioritization Criteria

Community Input
Community input was incorporated into the final project rankings through a separate weighting
process rather than as an individual scoring criterion. During community outreach , which included
two pop-up events, a community meeting, and an online survey , participants were asked to identify
and vote for bicycle and pedestrian improvements they viewed as the highest priorities.
