Prioritization and Implementation of Proposed Recommendations
for the Pleasanton Bicycle and Pedestrian Master Plan Update July 21, 2026

P a g e | 4

distribution of community votes across bicycle and pedestrian improvement locations is shown in
the heat maps included in Appendix B .
To develop the final prioritized project list, technical scores were first normalized on a 100 -point
scale and combined with normalized community vote totals. Final rankings were calculated using an
80 percent weighting for the technical score and a 20 per cent weighting for community preference.
Accordingly, project prioritization is primarily driven by objective measures such as safety,
connectivity, comfort, equity, and cost, while also reflecting community -identified priorities.
Implementation Approach
Projects were evaluated for implementation readiness and categorized as either near -term (0–5
years) or longer-term (5+ years) to assist with funding and delivery strategies.

Near-Term Projects (0–5 Years) generally consist of lower-cost improvements that can be
implemented through signing, striping, signal timing adjustments, traffic calming measures,
pedestrian crossing enhancements, and quick -build treatments. These projects can often be
delivered through existing maintenance programs, annual capital improvement budgets, or
development-driven improvements and provide an opportunity to demonstrate early progress
toward Plan goals.

Long-Term Projects (5+ Years) include corridor-wide bicycle facility upgrades and intersection
improvements requiring design and capital investment. These projects should be incorporated into
the City's Capital Improvement Program (CIP), advanced through phased implementation, and
positioned for regional, state, and federal funding opportunities.
Individual Project Ranking
Based on the methodology described above, a technical score and ranking were developed for
each bicycle and pedestrian improvement project. Project rankings and implementation timelines for
all bicycle and pedestrian improvements are provided in Appendix D.

The top 5 ranked bike projects are shown in Table 2 and Appendix B, and the top five ranked
pedestrian projects are shown in Table 3 and Appendix B.

Table 2: Top 5 Ranked Bike Projects

Bike
Ranking Proj ID Corridor Segment/Intersection Implementation
1 24 Main St Del Valle Pkwy to St. John St Near Term
2 17 Santa Rita Rd I-580 to Del Valle Pkwy Long Term
3 22 Old Bernal Ave Bernal Ave to Peters Ave Near Term
4 23 Peters Ave/St. John St Main St to Old Bernal Ave Long Term
5 16 Valley Ave Hopyard Rd to Santa Rita Rd Long Term
