2026 PLEASANTON BICYCLE AND PEDESTRIAN MASTER PLAN | 75
SUPPORT PROGRAMS
Safety & Enforcement
Enforcement and safety programs ensure compliance with laws and encourage road users to abide by best practices, ensuring safe
operation of the transportation system.
Existing Efforts
The City currently works with Bike East Bay to provide bicycle safety education and enforces traffic laws through its Police Depart-
ment. The Police Department is also currently involved in school traffic enforcement by providing resource officers, with one sta-
tioned at each school. Traffic officers monitor schools on a regular basis so they are aware of traffic safety and circulation issues.
The Police Department assists the Traffic Engineering Division’s annual collision review process. The Police Department also has
bicycle patrol officers who receive some specialized training.
Program Opportunities
• SE-1: Bike-Specific Officer Training. Coordinate with the
Police Department to secure funding for comprehensive offi-
cer training on walking and bicycling safety issues, as well as
rules-of-the-road enforcement principles.
• SE-2: Targeted Pedestrian Safety Enforcement. Partner
with the Police Department to deploy targeted enforcement
around school zones, high-injury networks, and high-volume
pedestrian areas (e.g., Main Street in Downtown Pleasanton).
Utilize pedestrian sting operations to penalize motorists who
fail to yield the right-of-way.
• SE-3: Bike Traffic School Diversion. Institute a Bicycle Traffic
School diversion program under California Vehicle Code Sec-
tion 42005.3. Ticketed cyclists can reduce or waive infraction
fines by attending a free bicycle education workshop. Team
up with Bike East Bay to host and co-sponsor regular educa-
tional workshops, making them available to both cited individ -
uals and the general public.
• SE-4: E-Mobility Safety & Diversion Program. Expand diver-
sion and enforcement frameworks to account for emerging
e-mobility and micro-mobility technologies.
• SE-5: Restructure Traffic Fine Schedule. Consider restruc-
turing traffic fines to deter dangerous driving. Increasing fines
for motorists violating pedestrian crosswalks (with potential
doubling in school or construction zones) while lowering mi-
nor pedestrian infraction penalties can shift behavioral incen-
tives.
• SE-6: Bicycle Security & Recovery Initiative. Build an or-
ganized anti-theft strategy featuring a central registration
database, security education media (videos, guides), and
dedicated communication channels to track and broadcast
recovered or stolen bicycles.
