82 | 2026 PLEASANTON BICYCLE AND PEDESTRIAN MASTER PLAN
IMPLEMENTATION
Goals, Policies, and Actions
The Plan’s goals, which establish the desired outcomes for the City’s bicycle and pedestrian network, are discussed in Chapter 1.
The policies and actions below provide additional guidance for implementing those goals, including how bicycle and pedestrian proj-
ects should be designed, evaluated, prioritized, and advanced. The policies provide direction for future planning and decision-mak-
ing, while the actions identify specific steps the City can take to support implementation of the Plan.
GOAL 1: ENHANCE SAFETY
Eliminate bicycle and pedestrian fatalities and significantly reduce serious and non-fatal collisions throughout
the City.
Policy Action
Policy 1.1: Prioritize safety improvements along
the bicycle and pedestrian high injury networks
identified in the Pleasanton Travel Action Plan.
Action 1.1a: Monitor and record bicycle- and pedestrian-related collisions.
Action 1.1b: Develop targeted improvement plans to reduce crash rates along the bicycle and
pedestrian high injury network.
Policy 1.2: Apply safe, context-sensitive street
design that separates users in time and space
where feasible and appropriate
Action 1.2a: Adopt and implement the FHWA Safe Systems Approach and regularly evaluate
outcomes.
Action 1.2b: Select and implement proven safety countermeasures—including continuous
sidewalks, separated bikeways, LPIs, raised crossings etc.—using established guidance (NAC-
TO, FHWA, Caltrans) and applying treatments appropriate to roadway context, traffic volumes,
and operating speeds.
Action 1.2c: Design and retrofit intersections to minimize vehicle approach and turning
speeds, maximize separation between motor vehicles and bikeways, and provide context-ap-
propriate visibility zones to improve safety for all users.
Action 1.2d: Restrict parking near intersections in accordance with California’s daylighting
requirements to improve pedestrian visibility and reduce conflicts.
Action 1.2e: Adopt and adhere to the treatment toolkit, which includes bicycle and pedestrian design guidelines included in Appendix A.
Action 1.2f: Establish a maximum speed for bikes ebikes on sidewalks and a passing speed for bikes/ebikes/escooters when approaching or overtaking pedestrians on shared-use paths.
