The PPD shall
provide a receipt for all original records removed from the place of business.
G. An Operator shall maintain and make available for inspection to PPD records for a period of
two (2) years plus the current term of the TSA.
H. Failure of an Operator to comply with the inspection requirements shall be cause for
disciplinary action, which shall include, at a minimum, suspension.
7. FINANCIAL INTEREST
A. No Operator or applicant shall be directly or financially involved in the towing related business
of any other Operator or applicant conducting business within the city limits of the City of
Pleasanton.
B. The sale or transfer of the controlling interest in a tow service shall immediately terminate the
TSA. A new owner may apply for the Rotation Tow Program at any time during the remainder
of the current TSA term, regardless of the enrollment period.
C. A suspended Operator shall not be eligible for a rotation listing for the duration of the
suspension. A terminated Operator shall not be eligible for a rotation listing for the duration of
the TSA. This provision applies to the Operator working in any capacity within any tow
business or operating any tow business, and to the tow service, even if operated under new
ownership.
D. No Operator or applicant shall share with or borrow equipment from any other Operator
involved with the Rotation Tow Program (excluding equipment which may be unavailable due
to repairs, equipment replacements).
8. An Operator shall respond to calls for service 24 hours a day, seven days a week, within the
maximum response times set forth below or as otherwise established by the PPD.
1) Daytime hours shall be 6:00 a.m. to 6:00 p.m.; night hours shall be 6:00 p.m. to 6:00 a.m.
B. For tow trucks, the minimum response time shall be no later than 20 minutes, within which a
tow truck of the required class must respond and arrive at the designated location.
C. An appropriately licensed Operator or tow truck driver shall respond with a properly equipped
tow truck of the class required to tow the vehicle and be in possession of the appropriate class
of license and applicable endorsements.
1) All applicable permits (e.g., load variance or oversize) shall be valid and maintained in the
tow truck.
D. An Operator shall advise the PPD Dispatch, at the time of notification, if the Operator is either
unable to respond or unable to meet the maximum response time.
