danger of an increased blind spot should someone park there. However, this red curb
may be tempting to parents who cannot find a place to stop to pick up their kids
(EXHIBIT C).

Further, attached is an email from Livermore/Pleasanton Fire Department personnel.
In the email the LP personnel writes "I was contacted by Tracy of... Valencia HOA
regarding... speed bumps. I told her that the Livermore Pleasanton Fire Department
would be against such an installation as the access is already hampered by the narrow
street widths and turning radius." (EXHIBIT F-Email LP Fire) The Fire
Department's opinion is that the streets are indeed narrow. Another point of this email
is the fact that the HOA was considering the "speed bumps." The need for the speed
bumps demonstrates the speeding problem the neighborhood currently has.

Entrance/Exit-As seen from the aerial photo, this house is located at the corner of
Appian and Genovesio and very close to the entrance/exit street (EXHIBIT E). Many
residents drive by the applicant site since it is the only way to corne and go home.
In light of that, the most efficient way to exit from the applicant site is to make a 3-
point turn. The combination of a blind turn, narrow streets and cars making 3-point
turns are three elements that enhance the potential for traffic accidents. With up to 28
drop-offs/pick-ups during the day, each parent must maneuver themselves through a
blind turn, drop-off/pick-up their child, and make a 3-point turn in a narrow street:
Cars parked in the street make this exercise even more difficult. These 3-point turns
have also caused on-coming traffic to come to a stop while the parents complete their
turns.

Traffic-Currently, the daycare is already in operation at 5276 Genovesio Dr. There is
obvious traffic corning and going from this house. Cars have been parked near the
house for as long as 25 minutes. With 14 kids, and 14 parents, and 14 cars, the
situation can quickly become unsafe. Cars will potentially line up waiting for a
space, cars making 3-point turns to leave, and other cars waiting for enough space to
just pass-by to go home. This opens up the potential for impatient parents who will
double-park, park the wrong direction, or block someone's driveway.

Existing Speeding Problem-Valencia has had a speeding problem for many, many
years. While the posted speed limit is l5mph, it is anticipated that late parents will
not adhere to these posted limits. Parents will most likely speed so they are not late to
work and speed to pick up their children to avoid costly late fees (if applicable).
Further, the speeding is a huge danger to children who play in the streets.

Referring again to the email written by Livermore Pleasanton Fire personnel "I was
contacted by Tracy of. ..Valencia HOA regarding...speed bumps. I told her that the
Livermore Pleasanton Fire Department would be against such an installation as the
access is already hampered by the narrow street widths and turning radius." The need
for the speed bumps demonstrates the speeding problem the neighborhood has and
cannot seem to remedy.

4. Noise Level: "The adjacent homes are isolatedfrom our home.
