II. SITE DESCRIPTION

The approximately 2.76-acre vacant site is an infill site located at the southwest corner of
Vineyard Avenue and Birch Creek Drive. The site gently slopes from Vineyard Avenue to the
Arroyo Del Valle until the middle portion of the site. The grades then become significantly
steeper toward the rear of the lot.

The site abuts the Arroyo Del Valle to the rear (north) and is surrounded by existing medium
and high-density residential developments (Birch Creek Homes, Birch Creek Condos, and Del
Arroyo Apartments) on the east and west sides. On the south, across Vineyard Avenue, are
single-family residences. Existing trees and other vegetation exist sparsely through the lot.

III. PROJECT DESCRIPTION

The applicant is proposing to develop this vacant lot into forty-five (45) condominium units,
seven (7) of which are affordable units. Five of the seven are designated for Low Income
Households and the two are for Moderate Income Households.

The proposed PUD development consists of a group of ten (10) buildings with the number of
dwelling units in each building varying from three units to six units. The units are two, three,
and four bedroom units ranging from 1,269 square feet in floor area to 1,979 square feet in floor
area. Each unit would have a garage for parking two vehicles. Additionally, a total of 13 guest
parking spaces would be provided throughout the development. The units that front Vineyard
Avenue and Birch Creek Drive have access directly from public streets. The interior units
would be accessible via an interior private street.

The project's design concept has remained the same since the initial submittal: four cluster
designs distinguished by building exterior colors, front porches, and roofline variations.

The buildings fronting Vineyard A venue and Birch Creek Drive would be set back 15 feet from
the south and east property lines. The interior buildings would be set back 12 feet from the
west property line with the courtyard area at five feet from the west property line. This 12-foot
setback area would also be used as a vegetated swale area for the site.

All vehicular access to the site would be from Birch Creek Drive at Vine Street. The driveway
off Birch Creek Drive near Vineyard Avenue would be used as an exit only. A "Y" shaped
turn-around area would be located the rear of the property near the Arroyo Del V aile for
vehicles and fire trucks.

The applicant proposes to install curb/gutter and sidewalk along the east edge ofthe project on
the west side of Birch Creek Drive.

Case No. PUD-49

Planning Commission

Page - 3 -
