A total of 13 on-site guest parking spaces would be located throughout the site, with five spaces
located near the "Y" turnaround in the rear ofthe site, three spaces located in the mid portion of
the site, and the remaining five spaces located near the development exit.

Each unit would have two levels ofliving area with a "tuck-under" garage, resulting in the
buildings having a three-story appearance from the garage side. The units fronting Vineyard
A venue and Birch Creek Drive would have direct access from the streets, while the interior
units would be accessible from a courtyard.

The applicant submitted a conceptual landscape plan that shows the general location and density
of the new plants along with a plant palette. Except for the trees to be removed to accommodate
the proposed development, the trees that are located near the Arroyo Del Valle would be
retained. New trees would be planted along Vineyard A venue, Birch Creek Drive, along the
west property line, and throughout the development. All landscaped areas would be fully
irrigated with an automatic irrigation system.

The applicant is proposing a solid wood fence along the west property line, a clustered mail
kiosk near the development entrance, and a monument sign at the comer of Vineyard Avenue
and Birch Creek Drive identifying the development.

IV. ANALYSIS

General Plan Land Use Designation and the Proposed Density

The General Plan does not provide an upper limit for High Density Residential density. The
Housing Element identifies this site with a midpoint holding capacity of 41 units total. The
project proposes 45 units, four units more than the midpoint.

The project provides the required number of Below Market Rate (BMR) affordable units total
seven. The increased number of units is offset by the applicant providing of an additional five
"affordable by design" units.

Site Plan

PUD zoning districts do not have specific site development standards with respect to setbacks,
building coverage, height limits, etc. Instead, the Municipal Code states that the Planning
Commission and City Council should review each project on a case-by-case basis. The
following table shows the development standards for the proposed project:

Case No. PUD-49

Planning Commission

Page - 4 -
