In response to Mr. Cannon's comments, the site plan now shows focal points at the project
entrance and exit. The roofline and building color theme have been revised so that each unit has
more unit delineation and is more distinctively identified. The porch and balcony now have
simple angled brackets at columns that provide a more rural theme. Mr. Cannon also
recommends that additional exposed rafters tails be added under the eaves. Staffhas included a
condition of approval to address this issue.

As previously mentioned, the design incorporates the "tuck-under" garage to utilize more air
space for the living area. This design is similar to the Victoria-style buildings on Division Street
where the street elevations appear to be a two-story building with a step-up entry porch. Staff
finds that this design is appropriate for the proposed infill project.

The seven affordable units would have the same architectural appearance as the market-rate
units. The interior of these units would be furnished with standard amenities. Nevertheless,
quality ofliving is assured for all residents throughout the development.

Landscaping/Fencing

The plan will provide a variety of trees, shrubs, and groundcover on the project site. Although
the landscape plan is somewhat conceptual at this stage, staff feels that the density and species
indicated on the plan are generally appropriate. Staff feels that the courtyard area with accent
tree, shrubs, and paved areas provide adequate landscaped open spaces for the project. A
condition of approval requires that the final landscape plan submitted with the building permit
application better define the exact location, size, density, and species of all landscape materials.

The landscaping plan has considered the Arroyo Del Valle in the rear. A bench would be
installed so that the residents could have a seating area while enjoying the creek. Benches
would also be available at the trellis area near the entrance.

The landscaping plan also illustrates the proposed fencing to be positioned at the top of the
retaining walls of the paseos. The fencing is proposed to be 5-foot, 6-inches tall from the paseo
grade, which is 5 feet higher than the exterior grade.

The arborist surveyed 58 trees that were located on the site or overhanging the site. Forty-six
(46) of the trees surveyed are within the property boundaries, 12 of which are heritage size trees
per the City's criteria. The applicant is proposing to remove 44 of the 46 on-site trees, leaving
two (2) on-site trees to be preserved (Tree Nos. 21 and 39). One (1) of the on-site trees to be
preserved is a heritage size tree (Tree No. 39). The arborist is not indicating relocation of trees
in good health as an alternative to removal. The applicant shall be required to mitigate by
planting two trees for each removed and pay the appraised value ofthe removed trees to be
determined by the Planning Director.

Case No. PUD-49 Planning Commission
Page - 6 -
