EXHIBIT J

CIVIC ARTS COMMISSION
RECOMMENDATIONS REGARDING
THE BERNAL PROPERTY PHASE II SPECIFIC PLAN AND
THE BERNAL COMMUNITY PARK MASTER PLAN
(prepared by Wayne Rasmussen, Project Coordinator
March 6, 2006)

On March 6, 2006, the Civic Arts Commission reviewed and commented on the Draft
Bernal Property Phase II Specific Plan, and the Draft Bernal Community Park Master
Plan. The Commission expressed its support for both plans, including the location of the
potential Cultural Arts Center (CAe) in the northeast comer of the Bernal Property. The
Commission further provided the following consensus recommendations:
1. Sub-area I of the Specific Plan (potential CAC site) should be made more
accessible to large volumes of vehicles entering and exiting the site before and
after theater performances. Land for a potential driveway access between Sub-
area I and Bernal A venue should be reserved in case needed in the future.
2. The floor level of structured parking at the potential CAC should be lowered to
the fullest extent feasible in order to minimize adverse visual impacts.
3. Traffic roundabouts serving Sub-area I should be designed to accommodate large
service truck maneuvers.
4. The Specific Plan should include policy guidance for developing a flexible, long-
tem public art master plan for the 318-acre Phase II Specific Plan area. The
policy should:
a. Provide for a range of artwork, such as playful, nostalgic and reflective art
that can be enjoyed by people of all ages.
b. Explore the desirability of establishing an overall art theme based upon the
natural elements of the Bernal Property, with consideration to emphasizing
landform contouring, water and wind.
c. Explore creating a major art form at the future Pleasanton A venue entry to
the Bernal Property from Bernal Avenue.
d. Explore creating interactive art at high destination facilities.
e. Explore creating an artistic landform/identity for the potential
amphitheater.
